Developing circular economy is the important way to carry out sustainable development strategy and to achieve coordinated development of economy, resources and environment. It is also the basic way to relieve resources restrict, and environment pollution.Jilin economic technical development area preliminary has six industries. Fuel-alcohol industry is the important one of them, and it has important significance in circular economy. Therefore, this paper researched on Jilin fuel-alcohol industry.Jilin fuel-alcohol company uses corn to produce fuel-alcohol. It develops biomass fuel to replace petrochemical fuel. The fuel-alcohol industry is in accordance with circular economy in matter and energy input and the influence to environment after the product is used.This paper is a part of the findings out of the circular economy development plan in Jilin economic technical development area researching project. This paper researched on the corn field ecosystem in Jilin province and the corn fuel-alcohol product system. It's main research object is to analyze the energy flow character of corn production, which is the main raw material of the corn fuel-alcohol product system; and to analyze the corn fuel-alcohol product system in matter, energy and water flow fixed amount. Than analyze the circular economy character of corn fuel-alcohol production and the way to develop circular economy further. In the analysis about ecosystem function, this paper elaborated the research object, research boundary and research method, built the analysis structure model of the corn fuel-alcohol ecosystem, and analysized the circular economy method of the corn fuel-alcohol ecosystem in both microscopy and macroscopy, at last, proposed suggestions about how to complete the corn fuel-alcohol ecosystem further. The research result indicated that, the fuel-alcohol industry is a new energy industry, which has a large room to develop, facing the energy lacking in China; but as the state support policy is abated step by step, we should speed up to develop byproducts and reduce the cost to make sure that the industry will have vitality in the market for a long time. After the corn fuel-alcohol industry completes it's upstream and downstream industrial chains, it could reduce the cost, increase the matter and energy multipurpose utilization ratio. Ultimately, it could be in accordance with the require of circular economy and the objective of sustainable development.The Circle Ratio of Energy Flow (CREF) of the corn field system in Jilin province is 0.4910, which is lower than the mean level in the entire country. On the surface, the stability of the system is low. The sum of the energy input of the organic fertilizer and the corn straw goes back to the field is 44.48%. The energy used circularly in these twe ways not only could reduce the soil and surface water body pollution caused by manure and the atmospheric pollution caused by straw firing, but also could be part of the energy sources to the corn field system. It is in accordance with circular economy in reducing the environment pollution and the energy usage from outside of the system.The usage amount of fertilizer (3.97%) is less than organic manure (28.74%). The agricultural machinery energy input occupies 43% of the human supplemental energy input. It shows that, the farming mechanization in the corn field in Jilin province has been developed to a certain extent, which has replaced traditional manpower and animal power to a great extent. In the corn field system in Jilin province, it is completely necessary to increase the usage amount of organic manure and the corn straw goes back to the field for increase the stability and self-support ability of the system and the energy circularly usage of the system.The ratio of energy output to input of the corn field system in Jilin province is 4.21, it shows that, the energy output from the corn field ecosystem in Jilin province not only could make up the human supplemental energy input, but also has a lot of energy left, which is 3.21 times more than the human supplemental energy input.The corn fuel-alcohol product system has formed five industrial chains, which are cornâ†'alcoholâ†'DDGS, cornâ†'corn oilâ†'DDGS, waste waterâ†'methaneâ†'fuel, waste waterâ†'mudâ†'fuel, coalâ†'clinkerâ†'building materials.Through fixed amount analysizing the matter and energy flow in each branch product system of the corn fuel-alcohol product system, we know that, the matter utilization ratio, water repeatedly utilization ratio, energy utilization ratio, energy remaining rate and each clean production index of the corn fuel-alcohol product system are all in advanced level in this industry in China.The product chain and waste chain of the corn fuel-alcohol product system has obvious circular economy characters in raw material, production process and product. Most of the solid wastes have been reused, which effectively reduced the waste discharged to environment and increased economic returns. The entire product system preliminarily reduced the environment pollution and increased economic returns, which embodied the"3R"principle of circular economy.The conclusion of comparing the factoryprice bween Jilin corn fuel-alcohol product system and Henan Tianguan wheat fuel-alcohol product system is that, the factoryprice of the corn fuel-alcohol product system is higher than the wheat fuel-alcohol product system's. The reason is that, the market price of their raw material is different; the accessories cost of Henan Tianguan group is lower; the fuel drain of corn fuel-alcohol product system is more for it has some energy for sale; the factoryprice of corn fuel-alcohol product system is higher; the equipment depreciation of Henan Tianguan group is lower; Tianguan wheat fuel-alcohol product system has already do carbon dioxide recycling, but Jilin corn fuel-alcohol product system has not.The byproduct recycling ratio of the corn fuel-alcohol product system is higher than the wheat fuel-alcohol product system's. At the same time, there are many other byproducts could be recycled in the corn fuel-alcohol product system. If we could develop these unexploited byproducts, the cost would be reduced further.If carbon dioxide, chaff, protein, phosphate, sulfur dioxide and clean waste water be used by technics improvement, there will be more downstream industrial chains, the matter usage of the system will be increased, and the waste discharge will be reduced. Because the water consumption during the alcohol production is large, the technics should be improved to reduce the water consumption. And effective measures should be taken to increase the energy utilization ratio and water repeated utilization ratio of the product system.
