Engineering consultancy serves the clients and provides the best way to solve problems in reality through the application of engineering knowledge and technology. In WTO countries,engineering consultants are the experts who have obtained the licensure and engage in engineering consultancy. We also call them consulting engineers which mainly include:registered architects, professional engineers, cost engineers(quantity surveyors), constructors, etc. They play an important role in construction projects, linking the government with the project owners and contractors.This dissertation selected the system of engineering consultants in China as the theme to study. It was divided into four parts as follows:The first part reviewed the origination and development of the engineering consultants, and analysed the necessity of their appearance and existence in view of the theory of social separation and transaction costs.The second part compared the management system including the different classification, the different role of the same kind of professionals and the qualification requirement between developed countries and China. Then the author analysed the difference and provided appropriate suggestions.The third part studied the issue of how to establish effective incentive and restrictive mechanism. The author first expounded the principle-agent problem between the owner and the contractor. Then anaylsed the corresponding Finally,the author designed appropriate incentive and restrictive mechanismThe fourth part studied the issue of risk-restrictive mechanism to avoid and control the potential liability risks confronted by the professionals and safeguard the interests of all parties. This part first made the risks of cost engineers as an example, analysed the possible liability risk of consultants, and offered the appropriate measures. Then the author expounded the necessity of implementing professional liability insurance in China by the way of comparing different risk resonding measure between developed countries and China. Finally the author provided the suggestions on how to carry out professional liability insurance in China's engineering consultancy.
