This paper summarizes the applications of group decision making based on AHP (GAHP) ,aggregating individual judgments (AIJ) and aggregating individual priority (AIP) which are the commonly used two methods in the aggregation, as well as (weighted) arithmetic mean method and (weighted) geometric mean method which are two usually used aggregation mathematical method. The needed conditions of their own are also pointed out. This paper discussed how to determine the weights of each group decision-maker, including the subjective weights and objective weights, and conducted an in-depth analysis. Based on these we put forward the system cluster-based method of determining the weights of the individual. It is an objective method to give the weights. The basic idea is to use system clustering method to cluster the group decision-makers, and then give experts' preference weights according to the order which experts are clustered.On the background of subject "Evaluation of JAC results of research and development group decision", applies group decision making based on AHP (GAHP) to the assessment of subject research and development results group decision-making problems. This paper highlights the determining of experts' weights, based on the preference of experts put forward a systems clustering objective method to give weights, First respective expert judgment matrix gain by records was formed Vector Matrix series form, as samples reflected experts' preference. Then judgment matrix vector series are clustered by system clustering method. Based on the basis of certain of the order of the clustering algorithm we get experts preference weights. Judgement Matrix consistency is the key indicators of judgment' quality, experts weights should also consider the quality of their judgment. This expert preference weight and the weights of the quality of the judgment measured by the consistency of indicators are assembled to ultimately get the experts' aggregation weights. Then Individual opinions of experts are aggregated by aggregation individual judgments (AIJ) and aggregation individual priorities (AIP).The two weighted aggregation methods are used to get the final rustles of group decision making based on AHP (GAHP). Finally, different aggregation method's effect about the consistency of group decisions and the relation about the individual consistency and group consistency after the aggregation are analyzed, demonstrated that the proposed method's efficiency and rationality in aggregation expert views.
