Studying these issues is the writing focus and fundamental purpose of this essay.First of all, the paper redefined the enterprise core competencies and multinational enterprises dynamic alliance and the associated concepts and theory, redefined the concept, characteristics, classification of transnational enterprises dynamic alliance and the difference between it and other enterprises'organizations forms and redefined the core competence's concept, characteristics and constituent elements.Secondly, the paper discussed in detail the theoretical basis of enterprises multinational Dynamic Union. Taking the transaction cost theory, the value chain theory and core competence theory as the main theoretical basis, the article defined that the core competence is the basis and primary consideration of enterprises multinational Dynamic Union, playing a vital but different role before and after the establishment of the Union.Again, this paper made a study on choosing allies of pair of enterprises multinational Dynamic Union, provided four indicators such as the enterprise core competencies, agility, minimum cost and risk minimization as the analysis standards of Union allies, and focused on the two standards, one of which is enterprise core competencies, providing the qualitative identification model of core competencies; the other is agility of enterprise, providing the agility measurement system. Through conclusion, the paper got a comprehensive evaluation index system for enterprises multinational Dynamic Union choosing allies.Finally, the article built three-stage selection process model for enterprises multinational Dynamic Union choosing allies, consisting of three steps, which were primary choosing, the best choosing and the combination of multi-objective optimization, and discussed in detail the three-step's operation mechanism as well as the evaluation method. According to the model, the paper made empirical research.
