Traditional economics thinks market economy can realize optimized allocation of resources under the control of price mechanism which is an invisible hand so that it can reach the best state,so they think the government does not need to interfere the operation of economy. Father of economics Adam Smith had one famous slogan"the least control over economy is the best government".But with the development of economic market society, people find that this mechanism of"invisible hand"can not lead to effective distribution of resources, which can be called"failure of the market". The failure of market shows because it is impossible to make the allocation of resources be the best situation in some occasion, we need the other force to allocate the resources, while it is the interference of the government that is the control of"visible hand". The regulation of telecommunication is the"visible hand".In general, the development of Chinese telecommunication is good, but there exist the delay, insufficiency, impropriety of regulation in the field of Chinese telecommunication to certain extent, but there are more problems of network construction in telecommunication. The body and various telecommunication service appear with the progression of technology and the complicated market relation and benefit pattern from this exceed the knowledge of people in the period of telecommunication monopoly. The character of telecommunication and the relations between regulation and market has been the focus of people's argument in recent years.Disorder in theory causes the loss of rules and regulation in telecommunication in practice which leaves shadow to the healthy development of telecommunication in the future. Insufficiency and impropriety also buries the hidden trouble for telecommunication to develop in order because it twists different benefit in telecommunication market. The urgent task we are facing is how to make different benefit in telecommunication market in order, encourage and control the behavior of businessmen in telecommunication, restrain the repetitive construction of network at present market to create a good environment of regulation for the continuous and fast development of telecommunication. Based on national conditions in our country, network construction and the means of reform in telecommunication has been put forward from the point of economic regulation theory.Chapter one is the introduction which tells the serious phenomenon of repetitive construction of telecommunication network in our country, and how to solve this problem is helpful to the businessmen and allocation of resources and it can give instruction to the construction of future network resources. The purpose of doing this is to improve the efficiency of resource allocation in telecommunication market ; make sure users can fairly utilize the basic utilities in telecommunication; guarantee the public's satisfaction with telecommunication service. Based on this, it puts forward the basic point of telecommunication network construction in our country.Chapter three gives a general summary of basic network construction in foreign countries. That is :"The government should regulate the structure and policy of stock ownership in telecommunication companies and should encourage regulation , which can further the harmonious development of telecommunication."Finally, author make a concludes of the whole thesis and predicts the development of telecommunication network in our country.The thesis applies the method of theoretic analysis; demonstration studies combined with comparative study, and reveal the theoretical mechanism and practical path of reform of regulation in telecommunication by theoretic analysis and investigation of telecommunication. It also illustrates the basic theory in telecommunication and explains the role which regulation plays in telecommunication development. The thesis focuses on the specialty of telecommunication, development direction of telecommunication regulation; analyzes the regulation policies in present Chinese telecommunication and the problem of application which shows the necessity of reform in regulation policy of Chinese telecommunication network construction.
