Recearch On Efficiency Of China’s Network Industry Regulation With Application To Electricity Industry

The concept of the network with a wide range of implications which can beroughly divided into three categories: Firstly, the physical network;the second,virtualnetwork;thirdly,the Internet. The physical network is the social infrastructure whichmade of material networks,including transportation, electricity, post andtelecommunications.The virtual network is crucial for social, economic life andcorporate business,which including information, management, organization, funding,etc.The internet is a specific information network which relys on but beyondentities.Network industries, mainly refers to the entity-based network. It requires a fixednetwork to transmit the basic industries of the various services,such as electricity,telecommunications, aviation, railways, oil (gas), as well as urban water supply,drainage and other utilities.Which constitute the national or regionalsocial andeconomic infrastructure together. These industries are different from other industriesin investment and construction，production and management methods，organizationalstructure. They are generally have the economic characteristics of natural monopolies,externalities and public. Therefore, the regulation of network industries is imperative.This paper mainly portryed the economic characteristics and regulation ofnetwork industries. Analyzed the market structure, market behavior, marketperformance of electric power industry.Then explored the regulation countermeasures.The paper is divided into six chapters:Chapter one described the background.meaning and method of this paper.Chapter two collated and summarized the theoretical research on the networkindustry and its regulation from domestic and abroad.Based on Chapter two,Chaperthree defined the network industrie. And analyzed the main economic characteristicsof China’s network industry as well as it’s regulation theory. Chapter four summarizedthe regulation practice on network industry of the major developed countries abroad.Analyzed the advanced experience of foreign countries which could give us someinspiration through the electic industry. Chapter five forwarded some reasonable andeffective government regulation mechanisms through specific research on marketstructure, market behavior and market performance of electic industry.Chapter six isthe conclusion of this paper.Through research, the key findings of this dissertation are as follows:Firstly,as tostudy China’s network industry regulatory reform. a comprehensive analysis of theeconomic characteristics of China’s network industry is nessesary.Secondly, reform isimperative because the efficiency of China’s power industry regulation are still havesome inadequacies and a typical network.Thirdly,against the characteristics of China’selectric power industry,we should regulate efficiently on structural reform, strengthenthe legislation, regulate the electricity market behavior,and so on.So that the theefficiency of China’s power industry regulation could be enhanced. Also sought to provide some reference to the regulation of network industries as well.
