The Evaluation Research Of Chinese Basic Pension System Reform In City

Pension System is one of the most important parts in China's Social Security System, which is an important necessary measure to ensure the establishment of China's Socialist Market Economy System and the further development of China's Economic Reform.Chinese city basic pension system started in 1951. Adapting to the economic reform, it has been reformed several times since the beginning of 90's.The pressing to reform is enhanced by the population aging and overload burden of pension system. The latest Chinese pension system, which followed the suggestion of World Bank to adopt a multi-pillar system, was established in 1997. In the view of theory, it should conform to the marketing economy theory and our national condition. In fact, several flaws of the pension system come out during the doing also with some problems not entirely as desired.The population problem forces us to cry for further reform and consummation of the pension system. One side, if according to the aged society standard that the population of the old folks who are over 60 occupy 10% of the total population, we became "old society" in 1999;on the other hand, the policy of family planning forced us to become the 4-2-1 structure gradually, then the scale of old person increases rapidly. All these cause the quick and strong increasing of our burden of providing for the aged.Social security whose core is the pension system is the safety foundation of the whole society. Social security provides steady political environment to the development of economy. The progress of economy also accelerates the reform of pension system. The sixteenth meeting point out that we will build a harmonious society. This request us deepen the reform of our pension system and sanity social security now and in the future. This has a direct influence on the national corporation reform and influences the long term development of our country, it also has influence on the confidence and determination of our people towards reform.Now that we want to have the further progress without wasted doing, the scientific evaluation of the reform that we have already done is necessary. After evaluating of the reform, we should reconsider the aim,ways,progresses and insufficient of our pension system reform from the results to strive for supporting affects to further deepen our pension system reform. This paper follows the above mentality. It established the evaluation system above the elaboration of pension system theory and the situation of Chinese pension system reform. It evaluated the Chinese pension system reform with the evaluation system and put up some corresponding suggestions.According to this thought, the paper expatiated in four parts: The first part "The common theory of pension system" introduced the meaning,content,status and effect of the endowment insurance institution, it gave the theory basic of this research, at the same time, it summed up the invest help mode,the national benefits mode,the forced saving mode and the plan as a whole mode. This part also stated the establish,development and reform of our pension system.The second part "The establishment of the evaluation system of our pension system reform" is the keystone of this paper. This part established the evaluation system of our pension system reform in two sides——the benefits domino and the persistence. This part is the innovation. According to the range of the pension system, I gave the benefit evaluation indexes from individual(family), unit(enterprise) and society(government) three aspects, I gave the social durative,economy durative and equity evaluation indexes on the base of the concept of the persistent development of our pension system.The third part "The evaluation of our pension system reform" is the application of the evaluation indexes system which is built in the second part and incarnated the meaning of this research. This part considered the practical data of our country and calculated the indexes according to the definitions or the arithmetic. Then we got the evaluating result of our pension system reform. This part mainly used the parallel analyze and combined the demonstration and theory research.The fourth part "The analysis of the evaluation result and the consideration of the countermeasure " is the last part and also the final purpose of this research. This part analyzed the cost of pension system reform and the further standing development based on the evaluation result that came from the third part. This part pointed out the problems existing in the reform and put forward the corresponding resolution. I hope that this research can be helpful to the further deepen and consummation of our pension system reform.
