With the speeding up the tempo of economic globalization and joined the WTO (World Trade Organization), the competitions among companies become more and more fierce. The competitions of corporations lie in the competitions of human talents in the last analysis. Human resources are strategic resource of companies, and they are the most important or crucial factors to the development of enterprises.It is an important gist to master the states of employee satisfaction in both of company and their own jobs for improving human resource management. How to improve employee satisfaction degree, to attract and to retain human talents, and to exert employee's dynamic role so much better, has become one of the most important problems of modern enterprise management.Currently, Jilin Unicom just carry through the strategy of " the service& business leading" with all strength. The short-term employee is the important component of Jilin Unicom employees. The short-term employee's character and satisfaction directly affect the customer service quantity to Jilin Unicom and affect the implementation of the strategy of "the service &business leading". But the existing short-term employee system to Jilin Unicom goes against the exaltation of employee's character and satisfactions and go against the implementation the strategy of "the service &business leading". The short-term employee system to Jilin Unicom must be reformed. Therefore, the study on the reformation about the short-term employee system to Jilin Unicom is significant.The thesis adopts the research method of cross subject. The thesis analyses the present condition and existent problems of the short-term employee system to Jilin Unicom as well as the principle premise and theories grounds to the reform on the short-term employee system to Jilin Unicom and carries on the project design to the reformation of the short-term employee system to Jilin Unicom, then analyses the primary enforcement effect of the project to the reform about the short-term employee system to Jilin Unicom mainly with the course concept and theories of management, human resource management, salary management, organization behavior etc.In the process of research, the thesis still pays attention to consulting the domestic research result of some management scholars. The thesis pays attention to the comprehensive usage of various concrete methods. The thesis mainly makes use of the method that the theories is combined with practices combination and the method that quality analyzing is primary as well as quantity analyzing is accessorial.The thesis pays attention to the combination of the theories research and the practical application. The research to the thesis is based on certain theories. The writer tries to carry on the project design to the reformation of the short- term employee system to Jilin Unicom on the base of the impersonal cognition .In addition,the thesis strengths the verifying of the project. The thesis adopts the method that the quality analyzing is mainly and the quantity analyzing is accessorial. The analysis to the present condition and the existent problems of the short-term employee system to Jilin Unicom is mainly quality .The project design to the enforcement effect to the reformation of the short-term employee system to Jilin Unicom on the base of analysis to the principle premise and theories grounds to the reform on the short-term employee system to Jilin Unicom is mainly quality. Of course the thesis also adopts appropriately the method of the quantity citing some data graph to prove the point of view.Over a few months'practice, seen from the project implement result, I think the reform project is viable. The reformation of the short-term employee system to Jilin Unicom obtains the good results at desalting the identity boundary of employee, improving the character structure to the short-term employee, raising the satisfaction and loyalty of the short-term employee andpromoting " the service& business leading" strategy valid to carry outvalidly.
