The humanity already entered the information society from the industry society; they played more attention to the information resource and the government information publicity. Information is the most precious resources in the information society, it is similar to the currency, only has publicly and fully freely flows, can have the maximum economic efficiency and the social efficiency. Under this background, the government information publicity not only has the important political significance, but also has the pivotal economy and the social significance. The government information publicity is the kind of huge complex system, its development and maintenance all needs to throw to the considerable each item of resources, including human resources, physical resource, financial resource and time, whether throws to the massive resources brings the social efficiency and the economic efficiency for the government, but also needs to carry on the feasibility analysis. Moreover, the government information publicity each technology facility price is expensive, even if the government department has obtained the suitable policy and the fund support, still needed to consider its investment and the repayment question. Looked from the public choice theory angle, the government not only has been regarded as the benefit main body, moreover the government employees also are regarded as are the private interest main bodies.
