The Study Of Public Policy Paradigm Shift In China

"The governmental policies,what is called, may be largely regarded as the policies of the governing party". CPC's basic line is the key of the way of reform and opening-up and modern construction of China. We may say, CPC's basic line ,which we must research at first,is the fundamental start of our public policy. Since the foundation of the PRC, CPC's basic line has its particular characteristic for a period of time.From 1949 to now, public policy paradigm may be partitioned to four phases :first,"Class-Struggle" paradigm, of which time span is from 1949 to 1978.It emphasizes on "Class- Struggle as the Center",and its policy running mode has mainly the characteristic of "relying on elite"; Second, "Economic Construction" paradigm, from 1978 to 1992.It emphasizes on "Economic Construction as the Center", "Development as the main principle",and its policy running mode has mainly the characteristic of "relying on elite"; Third, "Market Economy" paradigm, from 1992 to 2002 .It emphasizes on "Establishing Socialism Market Economy".Its characteristic is "Economic rational".Fourth , "Harmonious development" paradigm. It emphasizes on "Constructing a Socialist Harmonious Society","Setting up the View of Scientific Development".Its characteristic is "comprehensive arrangement".Each paradigm includes three processes : forming, perfecting,shifting."Class-struggle"finally leads to the shackle of political idea and places economy and society in a dilemma, People cried for getting rid of poverty.The ideas, "Reform and opening up", came into being.The reformation brought the conflict of politics and economy, the collision of "planning" and "market".It was put forward, "Market economy as the center".Because market itself cannot resolve the problems: "inadequacy competition", "market externality", "providing public goods" and so on, in China, some things happened as in the other countries, for example, production resources are gradually exhausting, entironment worsening, rich-poor gap widening and so on. Market failure needs Public policy, China needs corporate development of politics, economy and society . It is essential to Construct a Socialist Harmonious Society. Next paradigm always roots from the forward, reform it and develop it. Every paradigms successively makes progress. This proves, on the one hand, China's incremental reform strongly influences public policy paradigm,on the other hand,paradigm shift helps to China's reform. At last,our country will construct a new kind of public policy paradigm,in which there are guideline suitable to reality, the rationally-dividing power system,scientific transparent decision-making, normative efficient implementation. Just based upon it, in our country, socialist system comes to go on the track of self-improvement and sound progress.All of reforms are complete successfully, and economy makes quiet great progress.
