The fundamental housing requirement of citizens is one of the most basic livelihood issues for the citizens and also a postulate of achieving social harmony and stability. Housing problem has become a serious social problem in our country. Since China has implemented the housing system reform in1998, it developed in fine development stage before2003, but from2004, the real estate market has shown signs of overheating, and prices have skyrocketed sharply. The high prices have had considerable impact on people’s lives. But in2008the national macroeconomic regulation and control policy of regulation and control as well as the impact of the global financial crisis, price appeared fall back and decline. But from the beginning of2009, prices for houses started to rebound quickly so that more and more experts and scholars had to consider the housing system in China, they begin to research on China’s current housing security system.Urban housing system reform of our country has a history of over20years, although people have generally realized that the necessity and the urgency of a sound housing security system, the academic circles is still lack of the research for urban housing security system. Especially the housing security mode of public rental housing is still in the exploratory stage around. In this paper, studying on public rental housing how to move is based on the example for Wuhan, Hubei province. In order to study the nationwide public rental housing policy operation, it can provide a micro reference.This paper reviews and summarizes the process of the reform of the urban housing in China, and based on experience in the previous theory and foreign housing security policy, by the means of conducting the residents’ questionnaire. And this issue also evaluated the current city public rental housing security policy how to run and the effect of it. Use the regression analysis method to forecast the scale of public rental housing security in Wuhan City. Public rental housing is on the pilot stage. Because of the application thresholds is too high, high rents, transportation around the benefits and facilities are not perfect and other reasons which to a certain extent leaded a vacant phenomenon for public rental housing. But implementation of the policy of public rental housing is benefit from broad public. Thus carrying out public rental housing in Wuhan City is rather proper. And supply the experiences of implementation of public rental housing around the country.
