A Study On The Property Rights System Of Rural Cooperative Finance In China

Agriculture is the foundation of the national economy industries. The sustainable development of agricultural and rural economic is the premise of building the socialist market economic system and the modernization of the national economy. Rural economic development needs rural financial support. Because the rural cooperative finance play a important role in the rural finance, now the rural cooperative finance reform refers to an unprecedented height. The reform of rural financial in china has been experiencing for more than 20 years, but the reform has not made substantive progress and did not meet the demands of agricultural economy, government and farmers. The major reason is that the property right of rural cooperative financial system reform is not thorough enough.This article has first pointed out background and the significance of the research, the domestic and foreign research at present and portal frame construction of this article.In the second part, I carried on the necessity to the rural cooperatives finance property rights system reform. First I produced concept of the cooperation finance, the property rights system, and the rural cooperatives finance property right system. Then I used the new system economical school of thought the theory to conduct the research to the rural cooperatives finance property right necessity. The new system economical school of thought believed that, property right system is the key to the efficiency. Therefore, the rural cooperative finance faces the management difficulty, the reason why the efficiency is low directly originates from its property rights system: (1) initial property right built in a wrong way: the member of the cooperatives finance were joined non-voluntarily by the government; (2) the property rights were own to nobody, and the structure is incomplete. Therefore, the property rights system reforms of the rural cooperatives finance are very necessary.The third part of the paper carried on the analysis to the foreign cooperation finance property right system, and pointed out the enlightenments to the financial property right system reform of our country and the model: (1) establishes a true cooperation system; (2) establishes the organization system of rural cooperatives finance from bottow to top; (3) always make property right system of cooperation finance development innovation. The forth part analyzed the rural property rights system of cooperatives finance reform which at present carried on to our country and the narration. Summarized the gradual achievements which the reform obtains, and analyzed the cooperation system, the joint stock system, the stock cooperation system respective good and bad points, had pointed out in the reform not yet solves question.The last part carried on the design to the rural cooperatives finance property right system reform pattern. The agriculture industry of the majority part of our country is still weak, and must choose to build truly "the cooperation system". Other parts which local basis economy developed well were allowed to choose the joint stock system or the stock cooperation system.
