The Analysis On Current Rural Land Property Rights System In China

As an important resource of agricultural production, how to configure rural landresources reasonably is a basic requirement of the rural land property rights system. Notonly will the protection of the agricultural land resources and sustainable development ofagriculture be influenced directly, but also the rural land property rights system involvesthe continual development of the rural economy and the national economy. The existingproperty rights system of rural collective ownerships and management under householdcontract has ever accelerated productive forces. However, with the development ofSocialist market economy and the rural economy, more and more problems of the existingrural land property rights system has arisen, which has been constraining the developmentof rural and agricultural economy, its reform has reached the urgent stage. How toinnovate the rural land property rights system has become the focal point of theoreticaland practical circles.The paper is divided into five parts: The first part mainly expatiated on theinvestigative background and purpose and the main content and methodologies.Thesecond part introduced research theories of the rural land property rights system.The thirdpart reviewed the historic evolution of rural land property rights system since thefoundation of People's Republic of China including land reform, mutual aid group andprimary cooperatives, senior cooperatives, people's communes and the household contractresponsibility system at present; and then analyzed systematically the historicalbackground and their advantages and disadvantages and economic performance of theseland property rights systems;Thirdly, from which I got the knowledge and understandingof the historical trajectory of our institutional changes that provided a theoretical andpractical experience to the change of land property rights system hereafter. The fourth partanalyzed the main characteristics and the existing problems in the current rural landproperty rights system of China. At last, The part compared to the academic circles reformplans about the rural land property rights system, then put forward a new land system ofownership in country and peasant individual possession.
