Study On The Stakeholders Of BOT And Its Mutual Participatory Mechanism

BOT (abbr. of build-operate-transfer) is a kind of project-financing mode which has newly arisen since 1980s , and is mostly applied to field of public infrastructure. Due to the BOT-project has large scale and wide incidence , also numerous stakeholders and complex relationship between them, the BOT-project is hard to be worked successfully. So, are there any of theories of mechanisms which can harmonize the relationship of the mutual stakeholders, and ensure their benefits? In the first of this thesis, we bring forward a mechanism of mutual participation of stakeholders based on the introduction of BOT-financing theory and stakeholder-theory to settle these kinds of problems.The stakeholders of BOT-project are the groups of people who will benefit or suffered by construct of BOT-project, in the other words they will influence or be influenced by the implement of the aim of BOT-project. In this thesis, we divide the BOT-project stakeholders into two class: Direct stakeholders; Indirect stakeholders. The idea of mutual participation of stakeholders is : establish "partner" relationship ; long cooperation ; attach importance to process &puniness colony; institutionalism.In This thesis, we establish a mechanism of mutual participation of BOT-project stakeholders basis of stakeholder-theory and combining the peculiarity of BOT-project. The mechanism include: cooperation mechanism--Participatory Project Planning Workshop ; balancing mechanism--Monitoring &Evaluation Group; distribute mechanism--Employee Hold Stock.Government and Public are the closest stakeholders of BOT-project. In order to consummate the participatory mechanism of government and the public, we specify the connotation of their participatory mechanism, analysis the existent problems of them, then bring forward consummated approach to settle these problems .In the end of this thesis, We use the stakeholder-theory to analysis the BOT-project of Chengdu No.6 Water Plant B, then conclude the gain and lose of the this BOT project and establish a mutual participatory mode of stakeholders in this BOT project.
