In the process of the development of rural economy in China,the contradiction between supply and demand of financial services has become increasingly prominent.In the face of the huge financial needs of rural households and small enterprises,the development of private financial activities is active,and the rural mutual fund organizations represented by farmers' mutual fund cooperatives were born.At present,farmers' mutual fund cooperatives have developed rapidly under the encouragement and support of the government,but there are still a series of problems.In view of the research of rural cooperative organizations,most of them have studied the influencing factors and institutional dilemmas of the rural cooperative organizations,but lacked the research on the most dynamic factors-members' participation behaviors,and there is almost no research specific to farmers' mutual fund cooperatives,which is the foundation to the development of fund cooperatives.Therefore,members act as the main service object of farmers' mutual fund cooperatives,it is necessary to study their participation in the business of fund cooperatives,and what factors affect members' participation behaviors.Based on the policy background of rural financial reform and Inclusive Finance,this paper chooses the members of farmers' mutual fund cooperatives as the main research object,and selects the fund cooperatives and their members from two towns in Dongtai City,Jiangsu Province for field research.The research contents include: according to the field visits of People's Bank of China and farmers' mutual fund cooperative federation in Dongtai,inspect the present development situation and existing problems of the local farmers' mutual fund cooperatives;through the questionnaire survey of the farmer members from two towns a total of 25 villages in Dongtai,get the basic information of the members,and understand the common joining characteristics of the members and the development and operation situation of the fund cooperatives;according to the questionnaire survey data,carry out regression analysis,using the logistic model,to determine the factors significantly influence members' participation behaviors and their influence direction.According to the theoretical and empirical analysis,the conclusion is as follows: First,the farmer's mutual fund cooperatives in Dongtai have the characteristics of pure sponsors,small amount of loans,investment of funds to the "three rural",strong measures of supervision,and the overall operation is in a good condition.But there are still problems such as overdue payment to be resolved,the uncertain tax policy and the difficult to transfer registration.Second,the overall basic characteristics of the members of farmers' mutual fund cooperatives are: high age level,high education level,medium family scale,having a certain demand for loans,loaning for production investment,dissatisfaction with formal financial institutions,joining fund cooperatives mainly to get dividends and interest and have access to loans,high degree of satisfaction and trust to the fund cooperatives.Third,among members' participation behaviors,the enthusiasm of deposit and loan participation is high,while the enthusiasm of equity and management participation is low.The demand for funds,the time to join the cooperative,the motives of entry,the position in the cooperative,investment preferences and formal financial satisfaction are six factors that significantly affect members' participation behaviors.In view of the above conclusions,this paper puts forward the following policy recommendations: First,government departments should increase policy support,establish and improve the relevant laws and regulations,strengthen the regulatory guidance,take some financial support such as tax incentives.Second,functional departments should strengthen the construction of qualified personnel,enhance the professional education and training for internal employees,improve salaries to attract professionals to join.Third,fund cooperatives should improve financial services,actively carry out business propaganda work,adhere to the "three rural" service,strengthen management and risk control,improve the level of financial services,and strengthen communication and cooperation with formal financial institutions.
