Study On Risk Identification And Risk Prevention Of Outsourcing Of Railway Logistics Enterprises

The risk identification and risk prevention of outsourcing of the railway logistics enterprises(RLEs) is a new study direction, which has combined the theory of logistics outsourcing, theory of risk management and the RLEs. Through carrying out the risk management in the process of RLEs outsourcing, we can lower the probability of happening of the risk and the lost brought by the risk, so the RLEs can carry out their logistics strategy smoothly, and it will be beneficial to the RLEs to increase their ability and marketing competitive strength.This paper starts from introducing the origin of the outsourcing. Then I summarize the research about the outsourcing risk at home and abroad, and introduce the current situation of the research of the logistics outsourcing risk.Then, this paper introduces the developing situation of the logistics outsourcing at home and abroad and explains it using some economic theories. And I discuss the necessity of the RLEs outsourcing, and present some contents of risk management of the RLEs outsourcing.In the third chapter of the paper, I introduce how to use the Dephi Method to identify the risk of the RLEs outsourcing. And I find out that there are four kinds of risk in the process of the RLEs outsourcing and analyze the reason of the risk occurrence.In the forth chapter of this paper, I try to set up a risk prevention system. At first, I establish a risk pre-warning system and use the analytic hierarchy process and Fuzzy Comprehensive Evaluation Method (AHP-FCEM) to evaluate the risk of RLEs outsourcing. Then, I propose some countermeasures to prevent the risk. Using the countermeasures, the managers of the RLEs can bring down the lost brought by the risk effectively.In the final, I conclude this paper and point out some deficiencies of the research and the research direction in the future.
