Restoring The Reclaimed Land To Forest: A Kind Of Renovation For Institutional System

The project, restoring the reclaimed land to forest, is so far as the biggest scale eco-project in our country, which is started up under more and more ecological stress and effects of manifold economy and society. The implement of this project improved our environments obviously. From the policy set down to legislation protect and establishment and perfecting the relating property institution, all of this belongs to the process of institutional renovation, and got certain enforcement but still has room for Pareto improvement. This paper makes Chinese restoring the reclaimed land to forest from 1999-2003 and property rights of institutional renovation for forest as main studying object, uses conjunct studying methods between economics and other subjects, combinative methods with quantity and quality analysis, and associating economic theory and policy methods, to study restoring the reclaimed land to forest of our country from institution perspectives.On the basis of literatures on restoring the reclaimed land to forest, this paper propositions: Chinese restoring the reclaimed land to forest is a kind of institutional renovation, and prove this from formal and informal side. This paper researches the main content and system of the policy, which is the institutional subject and interest relationship of the policy, and main objects such as main law and institution. From the view of institutional transition and renovation, this paper analyzes the environment of this institutional renovation, the institutional frame and pattern of restoring the reclaimed land to forest, and its flaw. This paper makes comparative research for our country and foreign eco-system construction and renovation, property rights of eco-forest in our country as cut-in, gives a countermeasure for institutional path and improvement to restoring the reclaimed land to forest in our country. At last, basis on the complicity and uncertainty of institutional renovation for restoring the reclaimed land to forest, this paper points out the problems need to further study.
