Forestry development plays an important role in achieving economic,social and ecological benefits,it is an important part of promoting sustainable economic and social development strategies.After a new round of collective forest right system,the collective forest land has achieved transfer from a collective run by the village to the household contraction.After the reform,the change in farmers' forest land scale is closely related to business development of forestry and the new rural construction.Based on the reality of "one village,one policy",researching change in farmers,management scale has important practical significance from the smallest reform policy implementation unit-the village perspective.In the context of a new round of reform of collective forest right system,combined with the reality of forest management right's transfer from collective to the family farmers,this paper leaded to the research topic about change of farmers' woodland management scale.The paper combed the related research from domestic and foreign academics about woodland management scale,farmers' behavior and collective forest tenure reform.Through drawing on existing research results,the author briefly analyzed the trends in forestry research.Defined the core concept of farmers and changes in management scale,while the institutional change,social stratification of the two angles of the theoretical basis of this study were described in detail.Based on the analysis of current reform situation and the history of collective forest right system reform in the sample villages,the paper studied specific circumstance of scale change from four aspects of forest land,forest size,the fairness of the distribution of woodland,degree of forest fragmentation.Meanwhile,the author summarized the characteristics of changes in management scale.The paper explored the reasons for the change from factors which included economic,institutional environment,household characteristics,family resource endowments,forestry management wishes.By Tobit regression model,this paper analyzed of the factors affecting changes in the amount of forestland management scale.The results showed that the education level of farmers,the amounts of labor,family income,forestry management expectation of farmers and logging quota system are the factors which affecting the scale change.Based on these studies,the paper can be concluded that the differences of change in woodland management scale between farmers are obviously,the unfairness of the forest land distribution does not fall,the degree of woodland fragmentation has decreased a little,family resource endowments greater impact on the operating scale variation amount of forest land.Finally,after a brief summary of this paper,we provide some advice,such as increasing financial support for farmers,further promoting moderate forest management scale,encouraging the development of diversified operations and optimizing the cutting quota system,so that we can improve the efficiency of forestry operation.
