Strengthening purchasing management is the key for a corporation to reduce cost, is the important method to ensure product quality, is the essential prerequisite to improve enterprise agility and is important way to enhance the corporation core competitiveness. In the activity of world economy, advanced foreign enterprise have long ago understood the importance of purchasing management. They gained huge economic benefit and profit by using advanced purchasing technique and scientific purchasing method. However, for the traditional purchasing mode having been adopted in hand for a long time, purchasing management is still a very weak link of for the most Chinese corporations within the whole corporation management. Analysising and reforming the traditional procurement management mode and strengthening purchasing management have been a hot issue , which are the vast number of enterprises, especially large and mid-sized enterprises widely concern about and should be solved in a short time.With the mainline of the research on materials procurement process management of railway construction enterprise, the author firstly analysis the materials purchasing management of Xi'an Electrification Engineering Corporation. In view of existing simple and crude, informal and monotonous characteristics of procurement management, the author decides the focus of this research paper and establishes the research procedure. Secondly, from the general pattern of purchasing management the author look through the development stage of corporation procurement management and determine the suitable purchasing management model for the enterprises, by drawing on advanced management theories. Then, the author makes a better design of the key part in the process of materials purchasing management of Xi'an Electrification Engineering Corporation, using the new model.This paper focus on improving procurement management, the measures of improving the accuracy of procurement plans. The author proposes a new classification for the procurement of supplies, as follow: strategic category, bottleneck category, lever category and ordinary category. And different types of materials are fit for different types of procurement strategy. Also, the new method and strategy of evaluating the suppliers are proposed. For realizing the effective implementation of the new materials purchasing process of Xi'an Electrification Engineering Corporation, the author lay down a process optimization program. Moreover, new demands in construction of management system, information system, corporate culture and human-resource are put forward in order to ensure and promote the new procedure's implement.The significant of this paper is providing the thinking and method of improving Xi'an Electrification Engineering Corporation and their materials purchasing management technique. Besides, it can also be use for reference in other railway construction corporate. |
