Industrial Structure, as an important reflection of the major economic activities of a city, indicates the civic economic development and overall economic strength. Varied industries differ in their impinge upon environment. Furthermore, under the some economic aggregate, different industrial structure will cause dissimilar environmental consequence. Thus, industrial structure has a strong influence on the environmental quality of a city.By applying the method of grey relevance analysis, the thesis studies the development of three industrial structures of Xi'an during 1998~2005 and the relation between the development of various trades in every industry and the pollutants that affect environment. It also analyzes the influence of industrial structure on environment with the help of quantitative analysis and qualitative analysis. On the basis of analysis, it puts forward proposal and countermeasures on the industrial restructuring of Xi'an. The primary conclusion and achievement are as follows:(1) The industry structure is an active system, in this system, alteration between energy, substance and information happens all the time. The change of industry structure is a result caused by many factors and the co-adjustment of the interior structure. Consequently, when we study on the changes of the industry structure and their impacts on the environment, an active and systemic analysis must be applied, and the used method must be both qualitative and quantitative.(2) The industry structure has a close relationship with energy source and environment which depend and affect on each other. Through adjustment of the industry structure, a sustainable development in aspects of economy, society and environment can be achieved.(3) Using the grey relevance analysis to research the three kind of industrial structures of Xi'an and get the conclusion that, presently, secondary industry mainly contributes to the GDP of Xi'an. Tertiary industry grows rapidly and its relation degree GDP closely follows secondary industry. The lines which enjoys a higher relation degree in secondary industry is industry, which primarily effects the development of secondary industry. Although tertiary industry also grows fast, its lines like wholesale, catering industry and tourism ect. are equipped with inadvanced technology and develop comparatively slowly.(4) Through the quantitative and qualitative analysis of the influence of three industrial structures on environment, it is distinct that secondary industry has the strongest influence on environment. Moreover, its energy consumption, material consumption and pollutants are much more than the other industries due to its own characteristics. Primary industry takes up a small proportion in the whole industry, therefore, it will not cause severe consequence. In comparison whit primary industry and secondary industry, tertiary industry effects a city's ecological environment least.(5) The analysis of the three industries shows that industrial pollution is the chief reason of the environmental deterioration of Xi'an. According to the comprehensive relevancy analysis on the environmental influence of every line in industry, lines of industry can be divided into severe environmental-influencing mode, moderate environmental-influencing mode and mild environmental-influencing mode. From the relativity order between lines of industry and total industrial output value, it is clear that the lines which develop fast in Xi'an environmental-influencing mode.(6) Aiming at those problems, we put forward the suggestions as follows: Accelerating the restoration of various lines of industry and promoting sustainable development; Devoting major efforts to improve tertiary industry of Xi'an and elevating lines of it; Upgrading agricultural technology and establishing agricultural ecosystem.
