Since the reform and open policy, economy in Hebei province have greatly improved,but economic growth at the same time also brought rising pollution environment, energyconsumption growing larger. Based on the background of environmental economic, usingqualitative and quantitative analysis to explore the adjustment of industrial structure, so asto promote the coordination development of environment and economy in Hebei province,and have practical reference.First, expounds the relevant theories of environmental economy and industrialstructure in Hebei province, this paper discusses the interaction mechanism of economicand environment, for the government to set economic, social development strategyplanning, provides the basis. And introduces the grey correlation analysis method and theadjustment of industrial structure theory, the study provide the theoretical basis forfollowing analysis.Second, through the analysis of environment states in Hebei province, and the drawwith the development of economy, the contradiction of resources supply and demand, andindustrial emissions of "three wastes" is the focus of management work environment. Onthe other hand from three aspects of general economic development, the industrialstructure development status and the employment situation changes, it is concluded thatthe problems of industrial structure in Hebei province.Third, this paper analyses the relationship between environment and industrialstructure from the quantitative aspect. Through the analysis of the relationship betweenthree industries and GDP in Hebei province, that the second industry give the biggestcontribution to GDP, and according to the second industry internal departmentsassociation degree, concludes that the industrial development of the development of theindustry for the second big role in driving. Therefore, using the grey correlation method toexplain association degree of the industrial development and the environment economy inHebei province, and also according to the industrial structure optimization evaluationmethod to analysis the industrial structure status in Hebei province, which use quantitativeindex shows the necessity of Hebei industry structure adjustment. Finally, this paper proposes some of the industrial structure adjustment target inHebei province under the guidance of the environmental economy concept, and gives thethree indexes constraint, respectively is economic growth, full employment and resourcesminimum energy consumption. At the same time, give specific Suggestions on theindustrial structure adjustment agriculture from agricultural, industrial and service aspects,and put forward the corresponding security measures, so as to promote the sustainabledevelopment of Hebei province.
