The Study On Energy Consumption Of The Small And Medium-sized Enterprises In China Based On The Transformation Of Economic Growth Pattern

Energy is the key factor that we live by, and is also the important material basis for the development of national economy and the improvement of people's living standard. Entering into 1990s, energy consumption of our country is accelerated increasing. And domestic energy production falls behind energy consumption. The contradiction between energy production and consumption is emerging. Then, people have to pay more and more attention to whether the energy-consumption index is heavy. What is more, in the eleventh five-year plan, the energy saving index has been put forward as important as the economic growth index for the first time. In essence, there is certain relation between the reduction of energy consumption and the transformation of economic growth pattern. The course that energy consumption from heavy to low is compared with the one that economic growth pattern from extensive to intensive. And increasing scholars begin to analyze energy-consumption problem from the perspective of the transformation of economic growth pattern.Many reasons lead to keeping energy consumption heavy. And the much more important one is the high-energy-consumption problem of the small and medium-sized enterprises. There are differences in different types of enterprises when attaining and using resources. So we can't only pay attention to large enterprises when do study on energy-consumption problem. Generally speaking, large enterprises have a big advantage in capital and technology. So they attach importance to reduce energy consumption. Especially in recent years, large enterprises make a great achievement in reducing energy consumption. In the meanwhile, energy consumption of the small and medium-sized enterprises becomes more and more severe. And the situation of energy consumption of the small and medium-sized enterprises is even worse than that of the large enterprises. Along with the increasing important status in national economy of the small and medium-sized enterprises, to solve the energy-consumption problem of them must be a shift of emphasis in reducing energy consumption at a later stage. Therefore, according to the basic theories for the transformation of economic growth pattern, this paper does a special study on energy consumption of the small and medium-sized enterprises.The paper has seven chapters. The first chapter is the document review. The second one is the introduction that contains subject-selecting background, study meaning, study contents and the main study methods. The third one is the theoretical basis that systematically describes not only the relation theory of the transformation of economic growth pattern but also the inevitable relation between the reduction of energy consumption and the transformation of economic growth pattern. The forth one is the generalization of present situation. Based on the definition of the small and medium-sized enterprises, it demonstrates that energy consumption is heavy today with unit industry value-added energy consumption index and energy utilization efficiency index. Furthermore, it explains that the development of the small and medium-sized enterprises influences energy consumption. The fifth one analyzes the reasons which lead to the high-energy-consumption situation. The sixth one is the countermeasure. According to the high-energy-consumption problem, it puts forward some suggestions such as further reforming the energy price, strengthening the support, reconstructing performance assessment system of local government and so on. The last one is the conclusion that abstracts the main points and makes sure study direction in the future.The paper mainly adopts three study methods. The first is empirical and normative analysis. The paper describes the energy-consumption situation of the small and medium-sized enterprises with a great amount of data. Then point out that energy consumption is heavy and the situation must be improved. The second is qualitative and quantitative analysis. To reduce energy consumption is a long-term and complicated project. So the paper draws some useful conclusions by that method on the basis of some hypotheses. The third is comparative analysis. When it comes to analyze energy-consumption problem, the paper not only compares the data of the small and medium-sized enterprises with those of large enterprises, but also compares with those of abroad.The paper restores the standard enterprises in economic theory to the large enterprises and the small and medium-sized ones, which subdivides the study of energy-consumption problem in the course of the transformation of economic growth pattern. To some degree, it compensates for the shortage of the analyses from microcosmic view. On the other hand, it makes a further study on the theory of the small and medium-sized enterprises. Meanwhile, reducing energy consumption of the small and medium-sized enterprises has much more practical valve. It is beneficial to the development of the small and medium-sized enterprises and to the improvement of energy consumption overall strategy. It also helpful to break the thought limitation' merely attaches importance to the energy consumption of large enterprises. We must pay more attention to that of the small and medium-sized ones.
