In the early stage of reform and opening up, that was in the late of 1980s, a large number of small and medium-sized science and technology enterprises (SMEs) emerged in China. They started from scratch and grew from small to large. After 30 years of development, some of them, such as the Great Wall computer, Lenovo, Tsinghua Tongfang, HUAWEI group, Fiberhome technology, have become the backbone enterprises in China’s scientific and technological innovation area. Even Alibaba’s predecessor was a small science and technology company which produces single chip (SCM) and transformed into the current e-commerce giant. It can be said that these SMEs infused fresh blood and provided strong driving force to the development of China’s reform and opening up. Now, in the tide of socialist market economy of our country, there still exist many emerging SMEs. Compared with 30 years ago, their business models are more innovative; they have a larger scope of business; they develop and expand faster and they are more vigorous and energetic. They have become the main force of the current China’s economic restructuring and industrial upgrading, the core force to promote social innovation, national entrepreneurship, optimization of industrial structure and the main resource of tax income increasing. Meanwhile, they provide a lot of jobs to the whole society and make tremendous contributions to effectively alleviate the employment problem of our country.The main content of this paper can be divided into four parts:The first, related factors such as the support policy and the growth environment of these SMEs are defined. On the basis of reviewing relevant domestic and foreign research literatures, combining with the actual situation and needs of the study, support policies for SMEs in Tianjin Economic and Technological Development Area (TEDA) are summarized as the following aspects:tax cut policy, financial support policy, talent introduction and training policy, technological innovation support policy, industry development guidance policy and public service related policy. At the same time, the development environments of SMEs are classified into the followings:technology research and development environment, financing environment, talent introducing environment, market competition environment and public service environment; The second, based on theory and former research results, it builds a model on the development and implement of policies for SMEs and brings up research hypothesis. The third, based on the " policyâ†' growth of SMEs" model and research hypothesis, through the design of interview program and issuing questionnaires, an empirical research were conducted on large sample. Then, it uses reliability and validity analysis, correlation analysis, factor analysis and regression analysis to verify the assumptions and comes to the conclusion of the study; the fourth, according to the conclusion put forward policy suggestions, and make the full text summary.In general, this study is made on the "1117" conception. The first "1 "refers to promote the growth of SMEs. The second "1" refers to the implement of government policies. The third "1" refers to build a model. The last "7" means there are 7 modules of this paper. These modules are as follows:The first module is about the background and significance of the research. In this part, related concepts are defined. The main research ideas, framework of this paper and the basic profile of the case situation are introduced.The second module is about the review and evaluation of related theoretical research literatures.In the third module, based on the research of questionnaires and interviews, it builds up a model on the effects of SMEs policies for enterprise growth. It also puts forward hypotheses.The fourth module is about the questionnaire design and distribution and the collection of data.In the fifth module, it uses SPSS 21.0 software to analyze related research data and does mathematical statistics. Then it draws relevant conclusions and verifies research model and assumptions. It also sorts out the interview results and displays interview cases.The sixth module, based on the conclusion of this study, it gives feasible proposals to strengthen and improve the support policies of SMEs in TEDA from different aspects.The seventh module is the summary and outlook of this study.The study’s innovation is mainly reflected in the following three aspects:The first one, the model is scientific. The building of the model is conformed to the development law of government policies for the growth of SMEs and the growth law of SMEs. This study analyzed the role and effects of all kinds of support policies to the growth of enterprises and overcame the shortcoming of current existed study which analyzes the growth of enterprises from single support policy. And it also provides theoretical reference for the government developing and perfecting targeted support policies to SMEs.The second one, the analysis method is comprehensive. This study combines the normative analysis with empirical analysis to research the effects of support policy for the growth of SMEs. Consequently, the conclusions are more rational.The third one, the policy proposals are accurate. According to the regression analysis and the analysis of the causal relationship strength, it gets the priorities of six policies which directly affect the growth of SMEs. These six policies are fiscal policy, industry guidance, financial support, social security, scientific and technological innovation, talent introduction. It provides a clear direction for the government precisely implementing policy.
