Two issues come out in company with the development of modern tourism: one is the increasing exposure of tourism ethical problems, the other one is the thirst for human resources in the very field. Tourism ethics' building can solve the first issue mainly through the tourism ethical education. And tourism education can meet the second one, while tourism education lacks no other than tourism ethical education at present. Obviously, tourism ethical education turns out to be the key to the sustainable development of tourism industry. Since higher school plays the leading part in tourism education, doing research on higher tourism ethical education is imperative under the situation.This paper is based on the former achievements, starting with the investigation of higher tourism ethical education's actuality in Chongqing, which finds six problems: poor knowledge of tourism ethical education, unsystematized content, inadequate channels, simplex method of teaching, insufficient teachers and comparative close circumstances. The outer reasons are considered to be the juvenility of theory study itself, the inertia of traditional tourism education system and the restriction from traditional inornate thoughts of tourism ethics. On the other hand, the inner reasons are supposed to be the bad aspects of market economy, shock of higher education massification and low level repetition of the tourism service.Through the analysis above, this paper conceives the idea of higher tourism ethical education daringly. The target is supposed to focus on concept, emotion and behavior. Considering the arrangement, the content of the higher tourism ethical education should include concept, knowledge, principle and regulation education. While considering the factors, it should include tourism eco-ethics, tourism business ethics, tourism discourse ethics, tourism professional code of ethics and tourism aesthetic education. In addition, there are three principles to follow when it comes to actualization. They are realism, systematism and opening up. With regard to its stratege, this paper claims to enhance curriculum permeation, to increase the channle step by step, to diversify the teaching method, to give full play to the undergraduate's initiative and to quicken the curriculum construction. Meanwhile, this paper gives four complementary suggestions as follows: strengthening the dynamics of popularization, enhancing the systematization of its content, reinforcing the teacher staff and constructing the efficient evaluation mechanism. In the end, this paper casts a brick to attract jade by putting forward the working points and research direction in the future.
