As a scarce economic resource, water has increasingly occupied a pivotal position in the current social and economic sustainable development in the region. Speaking for a regional, water is not only used to meet the people's food, clothing and housing, use and daily transport, but out of the water security, food security , industrial safety and other considerations. Water will be extremely important as a strategic resource to deal with.Since ancient times, saying stresses "Food is the necessities to the people ". Food is part of life and survival of the most important items. As the food production industry, agriculture has always been the big water users in three major industries in Shandong Province. In the three major industries, agricultural water consumption is the greatest. Water as a key factor, the industrialization and development of agriculture are inseparable from it. Water is highly dependent on agriculture. As a constraint on the development of agriculture, water constrains and limits the industrialization of agriculture. It affects the Shandong provincial agriculture and the industry structure adjustment of industrial distribution and optimization to a considerable extent. Seen as an important coastal province in China --Shandong Province,its water resources has a close relationship with the structure of agricultural production. Water resources will directly or indirectly affect the passive side of the Shandong provincial agriculture industrial restructuring and the industrial layout. To the intricate relationship with such natural for clues, this paper introduces an innovative water management model -- virtual water theory.Based on the quantitative analysis of empirical study of agricultural products in Shandong Province, the paper seeks to maximize the allocation and utilization of water resources in the most efficiency under the premise of optimizing the structure of agriculture and industry in Shandong Province. The first part is an introduction, including research background, purposes, significance of status in the domestic research methods, technology line, the innovation, the lack of structure and content of the paper. On one hand, it points out the reality of the current shortage of water resources in Shandong Province, introduces virtual water theory. The other hand, it also points to the industrialization of agriculture and water resources with the natural direct links in Shandong Province.The second part is virtual water theory and the theory of the optimization of industrial structure of agriculture. It has given a strong theoretical support and guidance to the optimization of the agricultural industrial structure. It also has solidified the basis of this theory.The third part describes water resources and the structure of agricultural industry in Shandong Province, including surface water, groundwater, water volume and focusing on the characteristics of the water resources, geographical location, geographic conditions and climate in Shandong Province. This chapter demonstrates the water resources in Shandong Province and the development of the agricultural structure. It has a clear overview of the macro grasp to the contours of the status quo.The fourth part is the Shandong provincial agriculture, water resources and consequences of conflict analysis. This chapter enters a critical part of this article. Based on the four major agricultural industrialization and water resources conflicts analysis in Shandong Province, it highlights the core of the optimization of industrial structure of agriculture. It also has more clearly shown that water resources is the key factor that must not be overlooked the readjustment of the agricultural production structure in Shandong Province.The fifth part is the virtual water contents calculation of main agricultural products in Shandong Province. Firstly, it introduces the data sources of the virtual water contents and the general steps, divides and classifies the main agricultural products. And then it points out the basic standards, quantitative formula and processes of agricultural products in Shandong Province; Secondly, the paper calculates the virtual water contents of the major agricultural products in Shandong Province,takes the CROPWAT software and PENMAN formula in FAO website, takes Jinan as the virtual water contents calculation sites of agricultural products in Shandong Province and calculates the virtual water contents of crop and livestock products in Shandong Province.The sixth part is the introductions of the virtual water structure of agricultural industry in Shandong Province. Then, this article focuses on the causes of conflict, which consist of two main parts: Firstly, it is the irrational meals structure of urban and rural residents; secondly, it is the virtual water trade, which is not well developed yet. Based on consumption structure and trade structure, this paper carries out comprehensive and informative study to conflicts of agricultural industry and water resources in Shandong Province.The seventh part is virtual water feasibility study and the suggestions of improving virtual water structures of agriculture in Shandong Province. First, it aims at the problems and attribution analysis. Then, from the consumption structure, trade structure and the angle of government intervention, this chapter has put forward the rationalization measures in order to optimize the agricultural production structure in Shandong Province.
