With the development of construction market, especially after our country joins WTO, the traditional mode of rating valuation has not met the needs of market-based economic development. The Code of Valuation with Bill Quantity of Construction Works was officially implemented in order to being in line with the international consuetude and procedure in our country on July 1st Hydropower and Water Resources Planning and Design General Institute started to organize to work out of weaving Valuation with Bill Quantity of Hydropower Project Construction,and releases the Code of Valuation with Bill Quantity of Hydropower Project Construction in April 2005. Even though, so many construction enterprises still use the method of norm valuation in practical operation, which indicates that construction enterprises attach little importance to the method of BQ valuation or are unable to use the mode because of the limit of management and technology level. We have to reform the evaluation method and bidding system of construction carrying out at present in order to adapt the demand of deciding of finished construction market in the competition bid of construction, and carry out the mode of valuation with bill of quantity and the tender offer model based on the mode of valuation with bill of quantity, pricing at the market and quotation of enterprises independently. The valuation mode of bill of quantities is the mode that is in conformity with market economy, allowing contractor unit to offer price independently, determining price through market competition and integrated into international practice.So aim at an above-mentioned circumstance, firstly, this paper from the influence of joining WTO to the engineering cost of our country, analyzed the lag empress of the traditional mode of rating valuation, pointing out that the mode of rating valuation already have being unsuitable to the development of the market of, construction, and have to reform. The reform of engineering cost management also put forward a higher request of knowledge and experience to the offer person of price at present. The establishment of a new engineering mode and price reckoning method management system, firstly should set up the idea of market economy, establish the rates management system of construction enterprises follow the regulation of engineering to build price formation according to the market economy; secondly, the engineering quotes should ascertain based on accurate estimate of cost and analysis the circumstance of compete. At this foundation, this text puts forward the target which the new system should carry out according to the request of market economy.This paper made sure the membership function of quote and superiority quotation interval make use of the biggest membership and modified fuzzy composite appraisal theory of fuzzy mathematic. At the same time, this paper analysis every influence factors to bidding high rate, and set up the fuzzy normal relation of bidding high rate and succeeding rate. According to recruit impact factors of biding the engineering item, this paper put forward that demarcate the bidding item as five kinds, and treats differently, according to belongs to different types to make sure of the bidding high rate, and built up a integrative function of fuzzy composite appraisal for every type, assurance bid to quote finally.After building up the biding model, this paper analysised every aspects of the bidding item, mainly include break-even analysis, profit-analysis, quotation profits analysis, sensitivity analysis, the risk analysis several part. Finally, introduce the use of computer and network technique in bidding.
