Nevertheless, increasing competition in the construction, accompanied by the exterior pressures out of the entry into WTO have driven people to show more concern on how to strengthen its competitiveness during project bidding among domestic construction enterprises.The promulgation and the actual execution of < the People's Republic of China Bidding and Inviting Bidding Law> in the year of 2000 successfully introduced internationally effective purchasing style into China's construction market, which formulated a breakthrough in our economic system reform. The subsequent by provinces clearly designated bill quantity of Construction as a part of bidding document and the base for bidder to quote.
