The concept of agri-produce security is put forward by scientific and technical worker of China based on "the food security" proposed by FAO, the quality security of agri-produce with the development of science and economy in China and the buildup of people's consciousness for environment protection, the unceasingly increasing demand for non-pollutant vegetable and the grew of domestic market admittance and international green barriers has become main obstacle for its further development. Improving agricultural product quality and safeguarding agri-produce safety becomes ticket to enter the international market and to participate in international competition at the new stage. it not only relates to enhancing the farmer's earnings ,moreover relate s to people's health in mind and body and the social stability.Vegetable is one of the few prime farm produces which have obvious international competitions after China entry to WTO, and also is one of superiority pillar industries of agriculture and rural economy in LanZhou city. With the development of science and economy in China and the buildup of people's consciousness for environment protection, the unceasingly increasing demand for non-pollutant vegetable and the grew of domestic market admittance and international green barriers,This article taking non- environmental vegetables production in LanZhou city as the investigative object pointed out that the only way of safeguarding PFSFV is to depend on science and technology innovation under condition of economic status quo.through the study and investigation in LanZhou and the successful experience about supervisee and management both at home and abroad.The main results and conclusions as follows:1,The major factors influencing the development of non-pollutant vegetable in LanZhou city are :the conventional production mode in agriculture and development in industries aroused serious environmental pollution and the improper application of agricultural input articles such as pesticide and chemical fertilizer and nonstandard letting of the waste drains are main reason for the PFSFV in LanZhou, and also are main obstacle for developing non-pollutant vegetable industry at the same time. 2,The study grasps profoundly the connotation of agri-produce safety and analyses the demand of science and technology by using AHP. The results show that the technology of examining agri-produces safety, the technology of investing harmless goods and the technology of regulating environment quality are dominating restrictions which at present prevent the non-pollutant vegetable from developing in LanZhou city and also are keys to innovate. using integrity viewpoint of the system theory from the environment subsystem, the production subsystem, the social subsystem, the information subsystem and the circulation subsystem which all have an obvious effect on PFSFV constructed the system of supporting the Lanzhou city agricultural product security innovation system. It's difficult to carry out effective supervisor inspection of production because of the small scale for the operation of vegetable production and the lower systematization level for vegetable growers. Secondly, with the low scientific cultural quality for vegetable growers and their weak consciousness for the vegetable safety and environmental protection, the government doesn't do well for the extension of non-environmental pollution vegetable production, and it's hard to distinguish the safe quality of vegetable product for consumer and form the market for non-environmental pollution vegetable, all of these have important effect on the development of production for non-environmental pollution vegetable in LanZhou.3,In order to perfect the development of the non-pollutant vegetable production in LanZhou,some advices were ticked off.
