Research On The Science And Technology Support System Of Grain Security

As the old saying goes, “Dinning counts most for people, of which safety comes first”. Grain security is the foundation of survival and development. It has an important relationship with economic development and social stability. Nowadays,grain security is facing the great challenge, the growth of population, the progress of economy and society, the shortage of resources, the deterioration of the ecological environment and global warming constraint the development of grain security.As the science and technology is the primary productivity, it plays an important role in grain security. This paper discusses how the science and technology support system influences the grain security from three part of it, which are science and technology innovation system, science and technology promotion system and science and technology service system by use of comparative studies and systems analysis.Though analysis the current situation of science and technology support system of Chinese grain security and some advanced experiences of other countries, this paper gives several suggestions about science and technology support system to ensure grain security.This paper consists of eight parts.Part one is the introduction,which introduces the present situation of grain security and grain security crisis led by several causes.Part two is journals reviewed. Summary analysis the research findings of grain security and science and technology support system from domestic and external.Part three is the related theoretical basis.Part Four is about the present situation of science and technology support system of grain security. Although science and technology support system of Chinese grain security is not as good as some developed countries, it is still developing, the close connection of scientific research units, agricultural enterprises and government policies promotes the development of science and technology innovation system.Science and technology promotion system also gains the national attention, the government has introduced a number of policies and organized several professionals to do the promotion work. As the foundation of science and technology innovation system and science and technology promotion system, science and technology service system makes a great progress either, some public service institutions and demonstration bases have been built one after another, the trains pointing at improving the scientific quality of farmers have been highly praised.Part five is the problems lie in science and technology support system. Being a developing country, our science and technology support system has a lot of problems.Such as the low transformation rate of scientific and technological achievements led by weak technology innovation, the imperfect policy system; the nonstandard promotion policy, the technical staff are not qualified; the infrastructures are not all in readiness, the quality of the laborers need to be improved and so on.Part six is about the external experience of science and technology support system. A lot of successful experiences from foreign countries are worth learning.Countries like America and France invested a lot to the science and technology support system, and meanwhile they launched policies and laws to support innovation;in terms of promotion system, the trinity policy of America makes university professors take the responsibility of promotion; service system is perfect, the high level of mechanization, functional facilities, high-quality farmers.Part seven is the advises about improve and perfect science and technology support system. According to the situation of China, experience from foreign countries and problems we showed, this paper gives some suggestions: increasing government investment and policy support, establishing and improving the promotion policy, improving and perfecting infrastructure and improving farmers’ scientific literacy.The last part is summary.
