On The Investment Environment In Xinjiang

Facing with the opportunity of"development of west in China"and"China entering WTO", the precondition and ensure of development in Xinjiang is to improve the investment and to use more foreign investment. so, it's very important to study the investment environment of Xinjiang by us. Based on the actual situation of using FDI (foreign direct investment), the thesis analyzes the investment environment in Xinjiang comprehensively from three aspects: factor, region, and industry. Although the using of FID is good, the findings is that the total level of the investment environment in Xinjiang is very poor. The following are the explanations. Analyzing the factors of environment in Xinjiang, there are four aspects need to be improved most, they are: A. the lower using rate of natural resources; B. the behindhand level of the development of economy; C. the weakness of infrastructure; D. the low level of science and education. Analyzing the investment environment of regions in Xinjiang, the findings lie in two aspects: A. The central developing cities, such as wulumuqi, changji, kuerle, kelamayi and so on, are the preponderant locations of investment environment in Xinjiang; B. There is the biggest disparity among different in Xinjiang, and the basic principle of improvement is to correspond. Analyzing the investment environment of regions in Xinjiang, the findings also lie in two spects: A. It's not much fit between the situation of using FDI and the factual development lever of industry in Xinjiang. The sum of FDI using by agriculture is more less than the second and the third industry, and latter is lack development; B. the necessary ways of improvement is to adjust the industrial structure. In the end , this thesis point out five mostly problems of investment environment in Xinjiang: A. the lower exploitation and using rate of natural resources; B. the weakness of infrastructure; C. the low level of science and education; D. the behindhand level of development of economy; E. the behavior and function of government is not so good. Putting forward to the corresponding measures of improvements: A. using natural resources efficiently and protecting the environment; B. reinforce the construction of infrastructure; C. taking the development of science and education in serious, and introduce more talents; D. harmonize the development of different regions and adjust the industrial; E. standardize the behavior of government and optimize the function of government.
