| The investment environment includes not only hard environment ofphysical geography, infrastructure, but also soft environment of political,economic, legal and cultural. With the depth of economic globalization, regionaleconomic development depends not only on the region's resource endowmentsand factors, and depends on the region's investment environment. In thebeginning period of reform and opening up, many regions of our country used avariety of preferential policies to attract investment, which is an effective way.After more than30years of reform and opening up, investors, especially foreigninvestors on the requirements of the regional investment environment in Chinahas occurred a significant change from the original emphasis of preferentialpolicies to the efficiency of the work of government departments, policycontinuity and transparency, the economic outlook, market potential, legalenvironment and the quality of life. However, Many places to attract investmentstill remains in hardware environment of the infrastructure and the traditional'preferential' policy and pays insufficient attention to the construction of the'soft environment'. With the gradual deepening of reform and opening up, thereis an urgent need to strengthen the investment environment and effectiveness inattracting investment, promoting the coordinated development of the region'seconomic growth and regional economic. But currently, there is not muchresearch in this theoretical area, especially the lack of in-depth analysis onspecific regional investment environment, so this study is of great significance.The paper, Analysis on Investment Environment and Research onImprovement Strategy of Minhang District of Shanghai, is divided into sixchapters. The first chapter is introduction, introducing the significance of the thesis research, research status in China and abroad, and contents and methodsof research. The second chapter is the theoretical analysis on introduction of thetheory of investment environment, regional competition, and the internationaldirect investment, providing a theoretical basis for the paper. The author, inchapter three, analyzes the current situation of the Minhang District, investmentenvironment of Shanghai, pointing out the main problems in the hardenvironment and soft environment of investment. The advanced experience offoreign and domestic investment environment construction is introduced inChapter four. In chapter five, the author proposes specific strategies to improvethe investment environment of Minhang District, for example, changing ideas bypaying more attention to investment in the environmental assessment,completing the overall planning of the whole District by determining industriallocation and layout, accelerating the transformation of government functions byoptimizing district policies and consolidating services, strengthening innovationawareness of government services by expanding the service scope, improvingtransportation and municipal infrastructure, etc. The Chapter six is summary,ending with paper research and future research direction. |
