Resources-based cities are developed with the exploitation and use of natural resources,Which made a significant contribution to national economic and social development.But with the exploitation of many years,some problems arise in these cities such as resources exhaustion,single industry structure, environmental pollution,difficulties in local finance,strengthen of social destabilizing factors.How to avoid the coming dilemma and make possible their sustainable development remains a serious question to be researched on.The economic transition of resource-based cities is the inevitable choice for achieving the sustainable development,urgent need of guaranteeing social stability,important composition part of strategic adjustment for economic structure and important step of speeding up completion of socialistic market economy system.The economic transformation of resources in cities is the difficult problem in the world that hasn't yet been resolved so far.The paper mainly deals with the contemporary social and economic situation facing these cities and the hindering factors that are preventing them from a successful turning of Resources-Typed cities'economic mode by using varied subjects and all kinds of research measures on the basis of predecessors study such as Growth Pole theory,the Comparative Advantage theory,Life-cycle theory,Recycle Economy theory,Sustainble Development theory.In order to make the research more typical and the achievements in scientific research more feasible,cases studying of the typical resource-based city,Jinchang,the nickel capital of China is exemplified in the paper.By this research,practical countermeasures and theoretical guidance that are suited to our national conditions are provided for the reform and practice of conversion and sustainable development of resource-based cities.
