Scientific And Technological Support Of Economic Transition In Resource-based Cities

In the contemporary world, science and technology are growing by leaps and bounds; the world economic commerce and technological intercourses are also becoming more and more closely related. In the circumstances and background of economic globalization, the ability of scientific and technological innovation has become an important show of the level of the economy development and the ability of scientific and technological competitiveness. The U.S. subprime mortgage crisis, which initiated the financial crisis throughout the world , causes serious impact on the economic development of our country ,which once again reminds us that it is critical for our country to enhance the ability of science and technology innovation to rationalize the industrial make-up, the structure of production and promotes sustained economic growth .It has been proved that science and technological innovation is the basic motivate power for the update of industrial make-up,and also is the important support to transfer the traditional mode of economy development for the resource-based Cities . It is the critical way for resource-based cities to rely firmly on science and technological innovation and strengthen the innovative capacity to realize the goal of economy transformation. To promote economy transformation of resource-based cities by transferring the economic and scientific system, constructure to enhance technological innovation capability and ultimately to promote diversification of the industrial structure is the fundamental way. However, the resource-based cities are short of technological innovation resources, innovation ability is not strong, and the institution which encourage innovation are lag .Therefore, how to enhance scientific and technological innovation how to break through the bottleneck as soon as possible, are critical problems for this kind of cities to try their best to solve. Till now, the economic transition theories about resource-based cities are boundary; richer experience in the practice of economic transition has been accumulated. However, theories about how to rely on science and technology innovation to support the economic transformation according to their present reality scientific and technological innovation abilities, and how to achieve the sustainable development in resource-based cities are still insufficient. Our resource-based cities in the process of restructuring are still lack of related theories support as a whole at present. On the base of combing domestic and international economic transition theories in resource-based cities(towns), which prove of the importance of scientific and technological innovation in the process of economic transition, this essay analyses several modes of economic transition of resource-based cities which have got successful practice experiences , and on the basis of that, this essay also proposes Huaibei City how to rely on scientific and technology innovation to support and realize the important economic transition goal, including approaches, measures and proposing policies of economic transition in Huaibei City. Hope that this research could provide some reference for other resource-based cities.
