The Study On Coordinated Development Of Urban-rural Areas Of Zhangye City

In this thesis, we construct urban-rural system of Zhangye City to analyze the problems and solutions on development of urban and rural areas from science of system.Based on learning of the character of framework and function of urban-rural system, we make further study on the character of the framework and function of Zhangye urban-rural system based on learning of the character of framework and function of urban-rural system of inland river basin and the situation of Heihe river basin. We can conclude from that: in the whole, the relationship of urban and rural areas is insufficiency, the core rule of urban subsystem is unconspicious, response ability and self-development of rural subsystem is feeble, which lead to there are many shortages on the character of urban-rural system, and the function of urban and rural system is feeble; in inside of basin, the structure of urban-rural system in upper reaches is much too simple, and the structure on middle reaches is better, and the character of structure and function as the same results.Make quantitative study on the development trend of elements flow between urban and rural areas in Zhangye from 2000 to 2005, which shows that, although the trend shows climb, there are so many discrepancies between urban and rural areas, such as residents income and consumption, the chances of residents education and employment, medical treatment and social security, and some other public resources.We can attribute that to the following reasons, the influences of the context of urban-rural system, traits of what elements are inclined to benefit and use efficiency on elements between urban and rural areas, and our country special policy systems which restrict to the relationship and harden disharmony development level between urban and rural areas.In the light of that, we can conclude that the dynamic systems of coordinated development between urban and rural areas in virtue of evolvement systems and development rules, that is, inside dynamic system, which should strengthen the core rule of urban subsystem, and the development of rural subsystem, on the other hand, outside dynamic system, that is make for rational allot on resources and elements and fair benefit distribute between urban and rural areas by system innovation. So, we should solute such problems from three levels, that is, urban subsystem, rural subsystem, and urban-rural system. Optimize urban space pattern and rational function orientation through strengthen the core rule of urban subsystem, and boost the curse of urbanization within the carrying capacity of water resource. Adjust rural industrial structure, and promote the size of labor export, so that increase rural residents' income steadily, and shorten the discrepancies between urban and rural areas. Lastly, develop the network of elements between urban and rural areas, and systems reform to strengthen the relationship and mutual development between urban and rural areas to make urban and rural areas coordinated development.
