Research On Construction And Operation Of The Small And Medium-sized Enterprise's Credit Guarantee System

Though small and medium-sized enterprise plays a very important role in national economy, it universally suffers finance difficulties caused by many reasons. Credit guarantee System have been build recent years in China which is proved to be an efficacious approach in solving the difficulties according to experiences of economy developed countries. But many problems appear in operation as a result of imperfect structure, no standard institution and insufficient experience, which make it not play the role that it is supposed to. Facing the present conditions, we aim at searching for the ways how to construct and consummate the credit guarantee system of small and medium-sized enterprise.Firstly, the paper elaborates the credit guarantee theory, present conditions and plights of small and medium-sized enterprise, the important role credit guarantee playing in dealing with finance, figures out the present conditions and defects of the system, and also discusses on the construction plan of our country's credit guarantee system of small and medium-sized basing on the constructional and operational experiments generalizing from America, Japan and South Korea. Finally, and proposes some suggestions to consummate the system.The main creative viewpoints of this paper as followed: First, establish system which make the bank and guarantee organization shoulder risk together. Second, establish system for assessing credit of guarantee organizations. Third, standardize criterion of guarantee's credit assessment. Fourth, develop commercial guarantee organizations. Fifth, implement professional guarantee to satisfy the finance request of different enterprises.
