Study On The Optimization Of The Fiscal Expenditure Structure Of Hainan Province

This article analyses the questions of the fiscial expenditure structure based on the actual situation of Hainan, collecting statistical data. Its basic purpose and main subject is to study the problems of the expenditure structure, and suggest the corresponding optimized way and the policy.This article divides into four parts, which content includes:The first part is the foreword, introducing the research goal and significance, the research mentality, the method and the technical route, the research content and the frame, as well as the possible innovation and so on.The second part introduces the concept, the literature summary and the correlative theories. In this part it defines the related concepts, such as the fiscial expenditure, the fiscial expenditure structure and the economic growth, etc. Based on these work, it makes the brief summary and appraises of the expenditure growth theory, the expenditure structure and the economical growth theory, preparing the essential theory for the research.Chapter 3 and Chapter 4 in the third part is the empirical study. It mainly studies on change condition of the Hainan fiscial expenditure structure confirms the relationship of the expenditure structure and the economy growth, points out the questions and origins. This is the article nucleus part.The last part, chapter 5, is conclusions and advices. According to the front, it proposed the countermeasure and suggestion to further adjust the expenditure structure and promote the economic growth.The research conclusion is that there are some unbalanced problems of expenditure structure in Hainan Province: the capital construction expenditure,the agricultural expenditure and the science and technology education culture health expenditure behave on the one hand infiscal expenditure's relative shortage. But the administrative expenditure grew rapidly. In various projects of fiscial expenditure structure, the agricultural expenditure, the science and technology education culture health expenditure is advantageous in the economic growth. The elasticity of the agricultural expenditure is 1.01%, the science and technology education culture health expenditure is 0.53%.Through research, I think, It should change their concepts and get out of the traditional financial thinking, develop economic, identify key financial, control the growth of administrative expenditure.
