Enterprise-level Project Management Mechanism System In Building Construction Enterprises

The aim of research on enterprise-level project management mechanism (EPMM) in Building Construction Enterprises (BCE) based on traditional construction contracting model is to find the rule guiding evolution of EPMM system in BCE, and to pursue the optimization of EPMM system. Looked on as a system, and based on systems theory and dialectic materialism theory, EPMM in BCE is analyzed from two aspects, one is the being of system and the other is the evolution of the system. Investigation method is also used during the research.EPMM system in BCE is firstly discussed from three aspects: the elements, the structure, and the environment of system. Then three state variables of the variable space of EPMM system are introduced: objective subsystem, power subsystem and project performance appraising subsystem. Thirdly, contradiction theory from. dialectic materialism is used to analyze the internal power of evolution, the competition and cooperation between the enterprise-level functional managers and project-level managers are the internal cause of evolution. Fourthly, the interplay of EPMM system and Environment is discussed to find the external power of EPMM system's evolution. Finally, the rule and general trend for evolution of EPMM system in BCE is discussed under the theory of productive forces and productive relations.Four conclusions are drawn from the above discussion,Firstly, the competition and cooperation between enterprise-level functional managers and project-level managers are the internal cause of evolution. The interplay of EPMM system and Environment is the external power of EPMM system's evolution.Secondly, the status of productive forces in specific BCE determines the form of EPMM system of BCE, and the form of EPMM system of BCE feeds back to the status of productive forces in specific BCE. EPMM system in BCE should adapt to the status of productive forces in specific BCE. The form of EPMM system of BCE should be abundant because of unbalanced productive forces development status in BCE. Even more, different forms of EPMM system should coexist in BCE because of the difference of working object element of productive forces system. BCE should decide the suitable EPMM according to its own situation.Thirdly, specific EPMM system of BCE corresponds to the specific and exclusive point in system's status space. No matter what kind of EPMM system form it is, it is good as long as it adapts to the status of productive forces in BCE, and it can be of historical promotion to the development of the productive forces in BCE under specific background.Fourthly, with the development of productive forces in BCE, EPMM system of BCE should develop along with it. The general trend of optimized development of EPMM system is to adapt to the productive forces' status under socialized production mode of building construction.
