The Role And Function Of NGO In The Community Care For Elderly

As the escalation of aging extend emerged around the whole population, the problem of supporting the old is getting more and more prominent based on the original traditional institution and mode of supporting the old. Traditional mode of care for the elderly—family support—can hardly maintain because of the large change on the population structure, and that mode of living in family can't popularize for its limited resources and big expenses. In this case, Aging In Community which combines with the advantages of above two modes of care for the aged will become the main means for Chinese elderly in the future. Because of the different aspects that supporting old at home concerns, it should be heavy-laden if all the inputs by Government, it is waste of resource and nothing good for improvement of efficiency as well. It could be more efficient to meet the variety demand among olds by deferent society group provisioning kinds of old supporting services. Thus, the NGO participation is the only way of development of supporting old at home in the future.The main contents and accomplishment of this paper are as below: Firstly, this paper takes community taking care, multi-welfare, cooperation mode, third party management theory into account, from theoretical aspects to analyze possibilities of NGO participating taking care of old. Secondly, the paper analyzed the current situation and problem in front of supporting old at home in China, taking Shanghai as am example, revealing the insufficiency of NGO efforts of participating taking care of old. Thirdly, integrating with the theory and current situation, the research has been made on the role of NGO, the relationship with government, the function in taking care of old, and net bottle problem in further involvement. Fourthly, the paper give some experience and revelatory from foreign countries in NGO participating supporting old at home. Lastly, some strategy and suggestion was given by the paper on the development of NGO in supporting old at home.
