The 21st century is the century of the city. With the rapid development pace of the world's cities, China is coming into the urban society, China is in a great era: the urban age. As part of the world's urban development, the development of urbanization in China has aroused extensive attention. However, the process of urbanization in China will be to China and the world exactly what kind of influence is an open question.Recalling the founding six decades of urban development process,it can be found that the government hetero-organization have the different impact on the urban development of results in different historical periods, due to political and economic system of various factors. Although urban development in China after the reform and opening up has made great progress, but it still has many problems. For the problems arising in the urban development,it is both policy and also the law of development of urban self-organization does not take the place. Especially in the process of urban self-organization,government's role to play is not ideal. Therefore, how to coordinate the relationship between the role of the government and the city hetero-organization ,so that the city government to follow the law of self-organization development interventions based on the reasonable process of urban development has become a serious problem.This thesis take the government's role in the process of urban self-organization as a research priority. At the same time, the thesis is trying to further understand the role of government from the perspective of urban system self-organization by sorting out the relationship between urban self-organization and government hetero-organization. On this basis, this article intends to establish a new concept of urban management that is"match and coherenee". Under the premise of the reasonable position the role of the government hetero-organization,the purpose of this paper is to make China's cities have become gospel over the world.This thesis is composed of seven parts:The first part is introduction.The introduction mainly discusses the research background, topics significance,the present situation on the content,the researching methods,the possible innovation , etc.The second part is urban self-organization and government hetero-organization. In this paper, self-organization and hetero-organization, the concept of urban self-organization and government hetero-organization and their interaction relationship has defined.The third part is the necessity analysis about government's role in the process of urban self-organization. First, we describes the necessity of the government hetero-organization from the perspective of traditional market failure. On this basis, this thesis analysis the further necessity from the city self-organization's own flaws and contradictions facing the reality.The fourth part studies the role of government hetero-organization in China's urbanization process.First,we analysis China's urbanization process and its historical features;Secondly,under the different systems background before and after the reform and opening-up, we make a comparative analysis of government hetero-organization. By comparative study of the role of before and after the reform and opening up ,we found that reasonable government hetero-organization can promote the process of urbanization.The fifth part is the examples of urban development about "Ordos City - Kang Bashi Metro" .This thesis takes the Kang Bashi Metro construction for example and makes a thinking of urban construction under the government hetero-organization.Part VI is the policy recommendations of playing the role of government and promoting the development of urban self-organization.The article discusses the principles of government must adhere to and put forward countermeasures and suggestions.Part VII is the basic conclusions and future prospects. The article summarizes to the whole study and gives a expectations of further study.
