Research On The Government Function In The Development Of Farmer Specialized Cooperative

The development of specialized farmers cooperatives has always been a much discussed topic for experts and scholars in this field. Since 2007, thanks to the joint effort of the Chinese government, the specialized farmers cooperatives in China has been developing rapidly. However, a lot of problems appeared during the process, such as lack of legal protection, excessive government intervention, inadequate government support, incomplete internal system norm and so on. In 2015,30 representatives of the National People’s Congress, including Zhang Xiaoshan, an expert mainly on rural and agricultural economy, submitted a proposal, trying to push the amendment of Law of the People’s Republic of China on Specialized Farmers Cooperatives. Mr. Zhang pointed out that with many years of enforcement,the existing law does not adapt actual demand and should be amended.Under such background, based on the study of problems discovered during the development of the specialized farmers cooperatives in Quanzhou City, this article focuses on the research of the execution of duty and efforts of local government and brings up deployment strategies to make the biggest use of the local government and promote the development of the specialized farmers cooperatives constantly and healthily.The main contents as follows: The first chapter mainly contains the research of the basic theory, theoretical principles, the concept of cooperative organization and the specialized farmers cooperatives, and the legislative authority of the relative government support policies; The second chapter positions the role of government mainly as mentor, supporter, servant and regulator. The government mentors the farmers to register and establish specialized farmers cooperatives as a mentor, makes positive and sportive policies as a supporter, publicizes law and policy, provides special business training and timely marketing information as a servant, and supervises the cooperatives as a regulator; The third chapter elaborates the status and effect of Quanzhou government in the management of specialized farmers cooperatives, analyzes the current problems and inquires into the further reasons, based on the positions of the role of government; The forth chapter summarizes and classifies the methods and effects of some national and regional governments to support the development of specialized farmers cooperatives, including France, Japan, the United States and Taiwan; The fifth chapter refers to the advanced experience of some foreign countries and Taiwan region and brings up deployment strategies to make the biggest use of the local government, including correcting the positioning of government functions, improving policies and regulations, strengthening the publicity and guidance, and enriching subject training methods.
