The history is glorious, in 1993 removed District into City, Now it governs Zhenlai county, e Tongyu County, Da'an city, Taonan city, Tiaobei area 5 counties (city, area) with the Baicheng economic development zone, the Da'an economic development zone, the privately operated economical development area, Chaganhaote traveling development zone: 4 development zones. The total area is 26,000 square kilometers; there is more than 2 million population. The resources is rich, the average per person of farming, the prairie, suitable for forestry, the water surface, the reed area is at the first place in Jilin Province [ 1 ]. As a result of the historical reason, for many years there are much population, the quality of population is somewhat low, the slow economical development, the poor backwardness .The disparity between it and eastern part and the middle are very big. When we profoundly analyze whether a region economy structure optimizes we can discover that whether or not the economic structure is optimized, not only is decided on our country natural resource, but also is decided by whether the human resources disposition is optimized. The human resources disposition optimization not only displays for the static state in the human resources structure coordinate the relative equilibrium with economic structure maintenance, moreover displays for the tendency in the human resources structure change adapt the economic structure with the economical development[ 2 ]. Then, how the western area carries on the human resources in Jilin Province the optimized disposition, what kind of human resources disposition can promote the economy, it is an important question which urgently is in front of us to solve.
