Scientific and technological resources are the material base of scientific and technological activities. It is also a basic element to create scientific and technological achievements and promote the development of economy and society. Scientific and technological resources include scientific and technological manpower, funds, materials, and information. The concept of "scientific and technological resources are the No.1 resource" had been acknowledged universally with the coming of knowledge economy. Resource scarcity is becoming more and more serious, so scientific and technological resources, because of its sustainability, have become the kernel element of sustainable development. The disposition of scientific and technological resources, which means the allocation and application of scientific and technological resources, is an important dependant of resource effectiveness. The disposition of scientific and technological resources has a direct effect on the scientific and technological and economic development of a nation or region.In this article , the guiding ideology is that economic development rests on the disposition of scientific and technological resources, and the topic is on the optimum disposition and development of scientific and technological resources in Hebei province. This article inquires about the targets, the routes, and the policies and measures of scientific and technological development and scientific and technological resources optimum disposition in Hebei province, for which the authors have made deep research on the following: the condition of scientific and technological resources disposition and its development, the relationship between scientific and technological resources disposition and economic increase, the present condition of scientific and technological resources disposition and its efficiency, etc.Through horizontal and vertical comparison of scientific and technological resources statistical indexes concerned, this article inquires into Hebei's scientific and technological resources system and its evolution. The authors refer to the following problems: scientific and technological innovative resources and its input increase, but as a province in a large scale economically, Hebei province is greatly inferior to some advanced areas; enterprises become the principal of technological innovation input, but its position is not consolidated; some institutes and universities increase scientific and technological innovation input, but the cooperation with enterprises develops very slowly; the distribution of scientific and technological resources and its input is in a state of imbalance; technological innovation resources and their input are short in hi-tech industries.In positive perspective, it inquires upon the relationship between scientific and technological input and economic increase in Hebei province through coordinative analysis of time-order dynamic equilibrium. The research shows: from 1987 to 2003,the GDP and scientific and technological input were in a long equilibrium; their quantative relationship is that with one unit of increase in scientific and technological personnel or input will bring 2.3407 or 0.8897 units of increase in Hebei's GDP; the percentage change in GDP is dependent on many factors, this equilibrium is weak in self-amendment, and in a long period scientific and technological input has a lagged effect on GDP.It analyzes the effectiveness of scientific and technological input on economic increase with the method of DEA. It shows the present relationship between them: it is in an increasing stage of scale revenues, but it is technologically ineffective and the production scale is inferior to the maximum; in the late 10 years the disposition of scientific and technological input has been kept ineffective. In 1994, the disposition effectiveness began to improve, and in 1997 and 1998 the disposition was highly graded(No. 11), but fell later, and generally it is kept middle-levelled nationwide(No. 14 or so). Thelower disposition effectiveness lies in: firstly, scientific and technological resources input is comparatively short; secondly, the turnover of scientific and technological achievements is lower.Classifying and comparing some statistical indexes concerned and then building a model to evaluate the disposition effectiveness, this article analyzes the distribution and disposition effectiveness of Hebei's scientific and technological resources. The analysis shows: the distribution of scientific and technological resources and input is not balanced; the disposition effectiveness is regionally differentiate.Furtherly, the article analyzes the following: the present scientific and technological resources system and its characteristics; the restraints from science and technology, economy and the society; the targets of scientific and technological resources developing and input levels put forward by our national scientific and technological development schedule and some other areas; the demand on science and technology from Hebei's economic and social development; etc. Finally, it puts forward the target and counter-measures to optimize and develop scientific and technological resources disposition in Hebei. It shows: first of all, we should construct a scientific and technological personnel consistent with such a big province in population and economy, and make breakthroughs in the aggregate of scientific and technological personnel, the overall quality, and the degree of structural optimum; secondly, we should make the capital input reach the middle level or the better nationwide and make a new breakthrough in the construction of multi-dimensioned investing or financing system; and then we should dispose scientific and technological resources according to the market, greatly absorb domestic or foreign advanced scientific and technological achievements, strengthen the principal's innovative ability, accelerate the construction of scientific and technological socialized service system, make official departments, industrial sectors, universities and institutes integrate according to the development of regional economy and society, and then accomplish the overall integration and optimum disposition of scientific and technological resources.
