Research On The Regional Types And Developing Models Of Small Towns In Northeast China

In the early of 1980s, Mr Fei Xiaotong who is the famous sociologist in our country has proposed an idea "the small town, the big strategy". This is the vital strategic concept in the way of instructing small towns'development. Small town is bridge and link which relate city and village. It could take an important strategic role in many means: solving the regional transfer of rural surplus labor, destroying the dual resulted from separation of agricultural development from urbanization, propelling rural urbanization and promoting regional economy development.For a long time, Northeast old industry base has thought highly of developing big and middle cities, however, neglected the development of small towns. All of these steps did not bring into full play of the effect as the bridge and link, and confined the development of small towns and villages. For this reason, on the basis of the whole northeast district, this article uses history experience for reference and regards the solving problems as a guide. Many research methods could be used, such as combination theory with practice, a close combination of qualitative approach with quantitative one, etc. This article also applies these relative theories in a whole, for example: urban economics, urban geography, regional economics, urban and countryside planning and regional planning. Taking the distinguished of regional types in Northeast small towns as a foundation, this article researches the developing models and regulating countermeasures. Offering new train on thought and means for small town development is the final aim.This article could be divided into 5 parts:In the beginning of the first part, this article discusses the background and significance of small town's problems researches. Secondly, it summarizes the basic know of small town. Finally, this paper elaborates some content systematically, including developing experience, main framework, train of thought, methods and so on.The main content of the second part is reviewing the history of small town's development in Northeast, and analyzing the major features. Finally, this article diagnoses the problems in developing process systematically.The third part indicates aims and significance of regional types, then according to natural regional differences in resources, growth environment, and dynamic force mechanism. Based on what has been analyzed, this article divides Northeast small towns into 5 types: development type in the coastal area, east resource type, industry-trade type, west farming and animal husbandry type and frontier trade type.The forth part considers many aspects among different models in a whole, such as: characteristics, functions, developing condition, developing potentialities, and regional connection, etc. Afterwards, this article offers different developing models to different regional types, finally expands these models systemically and particularly.Based on the whole Northeast area, the fifth part offers countermeasures of small town's development from many angels: developing strategy, policy system, supporting system and planning guides.
