Although theory of human resources has no more than 50 years'history from its being until now, it has become the main part of modern economic development theory. With the constant improvement of human resources theory, human resources development theory is developing gradually. In this article, regional human resources development is the research field and China old industrial base in northeast is the research object. Based on the systematic expound of human resources theory development process, this article is trying to establish regional human resources development evaluation system and make analysis and evaluation about present situation of human resources development in old industrial base in northeast, thus putting forward suggestions for human resources development strategy and policy in China old industrial base in northeast.Chapter one makes a brief introduction about the research significance of the article. From theoretical point of view, at the three levels of human resources development, micro human resources development theory is relatively more sophisticated and macro human resources development also has more achievements, while in medium view of human resources development that is regional human resources development in which relative theory development is slower than the other levels and has only sporadic perspectives and very immature. From practical point of view, human resources development in micro organizations (including individuals) is attached great importance by most countries, whilemacro human resources is nearly never become basic national policy of every country; due to the lack of theoretical guidance and the influence of lower operational impact ,regional human resources development has no obvious effects and achievements. At the process of the Old Northeast Industrial Base revitalization, mostly, people put more attention and energy to"old industries"in theory and make development and utilization of material resources as primary means in practice.Chapter two expounds systematically on the human resources development. Once thoughts and theories of human resources which are products of western culture are introduced into our country, they are quickly attracted and develop rapidly under local cultural conditions. Significance and role of human resources development are recognized and valued by more and more people in our country.Traditional economic growth theory has shown a lot of limitations in explaining economic development in the era of knowledge-based economy. Contributions of human resources to economic growth not only have sufficient proof in theory but also in practice bring undisputed benefits to developed countries, developed religions and successful enterprise organizations.Chapter three refers to the detailed description and analysis about present situation of human resources in the Old Northeast Industrial Base. In northeast, Human resources are adequate and the total number of talents and professional and technological personnel are both at forefront of the whole country.According to industrial structure, the proportion of the primary industry is too large, and the second and the third are lower. The coexistence of a surplus of human resources and a shortage of structural and the coexistence of human resources low-level personnel and high-level personnel embody in structure, which also proves the shortage of high-tech talents and skilled human resources.Although the basic equality of human resources in the Old Northeast Industrial Base is relatively high and the number of average years of education only lies after Beijing, Tianjin and Shanghai, most personnel are general-purpose human resources. The number of northeast colleges and universities and college students lies at the national forefront, but there is an obvious gap between northeast and developed areas in the numbers of secondary technical schools and students at school. Investment in education in the regional GDP proportion is a downward trend as well.Chapter four focus on combing and analysis of problems and causes in human resources development. The quality of physic and skilled level of human resources in the Old Northeast Industrial Base is significantly lower, compared with developed areas; and the innovation capacity of human resources which is under the whole national average level has a more obvious gap ,compared with developed countries.From the structural point of view, there exist serious problems in hierarchical and professional structures in old industrial base in northeast. According to allocation efficiency; human resources market development in old industrial base in northeast is not perfect, in which unified regional market is not formed and efficiency of human resources is very low, thus causes the serious problem of brain drain. All the problems caused above are the results of combined effects of national distribution of regional economic policy, the status of national economic recourses production base in northeast and international political environment, besides historical and political environment, long-term planned economic system mode, domain culture features, natural geographical environment and other factors.Chapter five refers to evaluation of human resources development in the Old Northeast Industrial Base. Lower rates of traffic violations and lower crime rate shows that the morality capacity of human resources in the Old Northeast Industrial Base lies at the forefront of the nation, while physical capacity is less than that of developed areas like'the Yangtze river delta','Pearl river'and so on. The gap between technical ability still exits, compared with developed countries; although the personnel quality of the Old Northeast Industrial Base lies top in the whole nation, competitiveness capacity of human resources is under medium level. The proportion of human resources industry sounds not reasonable in the Old Northeast Industrial Base. Judging from the aspect of allocation efficiency, registered urban unemployment rate is higher than national average level, which also means practitioners per capital GDP lies at middle and lower level of nation.Chapter six is on the analysis of human resources experience, which is used for reference, in foreign and domestic related economic regions. In our country, experience likes the regional corporation mechanism, regional dislocation development mechanism, the foundation of regional market mechanism and the like in the Yangtze River Delta is worth our serious draw. The practices in'Pearl river delta'like the integration of human resources by full taking advantaging of geographic location ,the strong support from local government, the provincial core competence formed in regional corporation frame and others achieved remarkable effects; In"Beijing-Tianjing-Tangshan"areas, it is very excellent in the aspect of translating technological advantages into productivity and corporation of intra-regional coordination. In foreign countries, the practice likes introducing high technologic talents in India, the highly developed vocational and technical education and the start-up education in primary and secondary schools in Silicon Valley of America are all worthy our analysis.Chapter seven refers to the recommendations on strategic choices and tactic implementationsof human resources in the Old Northeast Industrial Base. Taking"structural strategy"as the main choice, supplemented by"attract strategy"and"cultivate strategy"is a more realistic choice. As far as development strategy concerned, to develop vocational and technologic education, to establish"producing-learning-researching"integration platform, to venture investment soft environment, to strengthen intra-regional coordination operation, to fully use country's related policies and other resources are necessary measures for human resources development in the Old Northeast Industrial Base.
