Financial support of disadvantaged groups in rural communities has attracted a broad range of theoretical concern. In the beginning of 2007, CBRC issued official documents which authorised three types of rural financial enterprises, and rural financial markets are openning with increasing pace. How to develop new financial enterprises and make them really serve the disadvantaged groups in rural communities is a major issue.This paper introduces the current situation of domestic and foreign relevant study in the begining, and then describes the financial difficult position of rural communities, and estimates the financial gap and its reasons of formation and expansion in rural communities. After defining the concept of disadvantaged groups, it uses positivism to prove the effectivity of eradicating poverty by finance, in order to highlight the urgency of fulfilling of the financial demands of disadvantaged groups. Meanwhile, this paper analyses the features of financial demand of disadvantaged groups in rural communities; and then it applies quantitative analysis to discuss the financial supply of existing financial organizations in rural communities, of which disadvantages are pointed out. Based on these, this paper proposed a pointview that we must vigorously develop new financial enterprises, and then it describes general picture of the three types of financial enterprises.This paper comprehensively applies empirical economics and standard economics with qualitative analysis and quantitative analysis. From the features of financial demand of disadvantage groups in rural communities, and designs the oporation mechanism of new financial enterprises from the aspects of concept, institution, product and innovation. And it analyses the realistic restraint. At last, it proposes policy advice on the responsibility for the development of new financial enterprises of the government from legislative security, regulatory insurance and policy support.
