Employment is vital to the people's livelihood.However,in our country,because of economic restructuring and industrial structure adjustment,a large number of workers are laid-off,who are older,the level of knowledge and skills is not high,competitiveness in employment is relatively weak,and re-employment is difficult.Thus they become vulnerable groups.Meanwhile community employment needs less investment and low threshold,which coincide with the quality of vulnerable groups.Community Employment which is based on assistance to vulnerable groups has produced and developed.After decades of development,the patterns of community employment in European countries and the United States are from helping vulnerable groups out of poverty to the social enterprises.During it,the government has played a leading role in policy and funding.In our country,local governments take advantage of their own characteristics and develop local community employment to solve the questions on the employment and life of vulnerable groups.From the practice at home and abroad,we can see that community employment can give a good assistance to vulnerable groups.In our country,the community employment is at an early stage,and community services are not perfect.At the same time,our country is in "big government,small society" period,which needs us to make use of the advanced experience both at home and abroad.The government should play the leading role in the assistance to the vulnerable groups by community employment.However,the socialization is an inevitable trend for the assistance in the community employment.So we should display the respective superiority of the government and the third sector to promote the development of the assistance to vulnerable groups by employment community.
