As public goods, railway transportation systems are playing an important role in development of national economics and society improvement. Chinese railway transportation systems get behind. For less construction capital, equipments and transportation network' problem, low operation efficiency and poor service, it doesn't match it importation function in national economics systems.Now there are three financial and operation models: whole-national owned, public-private partnership and whole-private-owned. According to railway transportation systems characteristics, function, developing status and Chinese fact, how to find a best financial and operation model and how to improve it is an important object of this article.According to railway transportation system's economic characteristics, social function, industry characteristics and developing status, I built an evaluation model with AHP method. According to four kinds with twelve detailed evalutation items, whole-national-owned, PPP and whole-private-owned modes were evaluated with conclusion of PPP is the best mode in general. But it has some disadvantages comparing with the other two modes, so we need balance it between impartiality and efficiency. Based on transportation system's characteristics, PPP's performance, problems in this field, I come up with several suggestions which will tell how to use PPP more efficiently in Chinese transportation systems.
