Public Private Partnership Model In Municpal Construction

PPP model as in a new mode of government in the process of public management in the path to new ways of, is not only to enhance the government management level, to provide better quality public services and also the transformation of government functions of internal demand. In another aspect,urbanization process accelerate prompted the government to the governance mode in municipal construction, early in the 1990 s try introducing non government investment in the city public transportation, sewerage, roads, bridges and other public utilities.However, due to the introduction of the PPP model is not long, there are still many problems in the application, the need to further improve the institutional arrangements and innovation. This paper takes the example of municipal construction as a case study of public private partnership in municipal construction.the background of public-private partnerships to carry on the elaboration,including reasons to be the mode of foreign countries and its application in foreign countries, and then in the domestic development of public-private partnership model specific forms and the development process are briefly described. On this basis, the public and private partnerships to make their own judgments. Combined with the transaction cost theory, cooperative game theory, economic theory, public governance theory to explain meaning of public-private partnerships, and through three levels(outsourcing, franchising and privatisation to classify and distinguish the concept of PPP, BOT, BOO and so on.Practice and experience for the public-private partnership model show in China for many years to control the basic situation of, from the survey obtained the practice of China’s public-private partnership model is only in its infancy and greater room for improvement. In view of the general public and private cooperation mode in the field of municipal construction, the three operation phases are summarized, namely, the investment stage, construction stage and operation stage of the project.
