21st century is the century of knowledge economy with rapid development of economic globalization. When numerous enterprises seek for the secret of longevity, the theory about core competence comes to the core in order to follow the tides of times. As core competence is widely regarded as the source for enterprises to keep the competitive superiority, nowadays each enterprise is trying hard to seek core competence for their own development, telecom enterprises is certainly no exception. As for telecom enterprises in China, how to build their own core competence is the key point of success in the case of complicated market environment. And then we bring forward the following problems-what is core competence of telecom enterprises in China? How to evaluate core competence of telecom enterprises in China? How to upgrade their own core competence so much as rebuild their core competence?In view of this, the paper firstly roundly summarizes domestic and foreign theory productions of research about competence and core competence and on the basis of these productions, the paper brings forward conception system of enterprises' core competence. And then it puts forward five factors of core competence of telecom enterprises, that is core employee competence, core innovation competence, core organizing competence, core marketing competence and core relationship competence. And three dimensionalities are also selected, that is value creation, ductibility and inimitability, thus the theory framework of evaluation system of core competence of telecom enterprises is built up. Then we choose a series of index to set up evaluation index system of core competence of telecom enterprises in the analysis of characteristics of telecom enterprises and competition status of telecom market. We also decide to make use of Fuzzy Comprehensive Evaluation Method to evaluate core competence of telecom enterprises though comparing on different evaluation methods. Thus a feasible evaluation system of core competence of telecom enterprises is established.The paper evaluates two subsidiary companies of Guangxi Telecom to demonstrate the feasiblity of evaluation system, and then compares about their core competence and brings forward different suggestion.Finally, the paper summarizes five main method to upgrade core competence of telecom enterprises in China, that is build value-direction inspiration and restriction system to attract and hold core employees, pay attention to management innovation and technology innovation to build network operation ability which customers are satisfied, build learning organization to well manage knowledge, enhance customer relationship management to improve marketing ability, build broad strategically cooperative relationship to win-win.
