This paper firstly analyzed the market prospect of VoIP business based on the investigation of its development at home and abroad as well as the current situation and trend of the government supervision, by applying the scenario analysis and other methods. Whereafter, it utilized SWOT analytic approach to conclude the strength,weakness,opportunity and threaten of developing VoIP business by the GuangXi Telecom through the comprehensive analysis of the corporation's external and interior circumstances. Finally, it emphasized the coping strategy to VoIP business of the GuangXi Telecom at the present stage.VoIP business is developing world-wide remarkably owing to the price advantage and rich increment applications, consequently pulling numerous market participators. VoIP not merely changes the delivery technology of phonetic service, but also immensely impacts the telecommunication business model, challenging many polices and regulations of telecommunication industry. In domestic, although government adopts strict control policy, VoIP still showed formidable vitality and actually constituted the strong impact to the traditional phonetic service, additionally demonstrated obvious business application characteristics.Due to the difficult situation that the phonetic service is decreasing without other new service as growth poles while the Mobile, Internet and VoIP businesses are increasing rapidly, the Guangxi Telecom firmly chose the reforming strategic target, which is expected from traditional landline operation business to synthesis information service provider. Hereby, the present work is oriented to the enterprise reforming target including the VoIP coping strategy. If the Guangxi Telecom develops the VoIP service, under the current circumstance of the VoIP inferiority competition, it is inevitable that the landline phonetic service which takes overwhelming income of all business will be weakened. But if it does not join the competition according to the trend of VoIP market development as soon as possible, the opportunity will be lost once the supervisory policy changes. In that case, the input cost will increase inevitably, and it will also lose the chance of leading the industry chain and creating novel business model. In such dilemma, the GuangXi Telecom should take positive defense strategy against VoIP in terms of the competition strategic decision theory. In the early stage, stalling tactics should be adopted by taking advantages of currently favorable supervisory policy, good relationship with customer and powerful brand effect to lead the government to develop policy that benefits the corporation. The irregular distributaries and competitors should be dealt with by all means; however, the most essential point is the self-adjustment and self-development. Consequently, the GuangXi Telecom should redesign the technology and business, reinforce the enterprise foundation, and advance competitive capability. Meanwhile, the VoIP as a new business brand should be well planned and brought into overall brand operation. When the market is matured, it can strive for the breakthrough to take the preemptive opportunities. Virtually it must enter the VoIP service domain step by step, following the diversity marketing strategy. Fundamentally, the phonetic should be treated as one basic function of the VoIP service, its incensement and integrated application is to be emphasized, so that it can cut into the VoIP market from the high end and match with the corporation's reforming strategy.
